Abstract: The article presents the results of a study on the persistence and expansion of the areas with the most precarious access to water and sewage in the favelas of Rio de Janeiro. Although there have been works since 1995 to implement water supply and sewage collection in the favelas, these actions were not based on the idea of universalizing basic infrastructure services for residents of the lower classes, reaching only part of these places, leaving the majority without power. enjoy these services. Furthermore, with the expansion of the number of new favelas, and the densification and verticalization of existing ones, the areas with the most precarious access to water and sewage not only persist but also expand. To develop the study, a quantitative-qualitative methodology was used, combining official secondary data with field research interviewing residents and direct technical observation in the field to check the reality of life with the absence and/or precarious access to water and sewage. We examined some cases of more precarious areas in favelas in different areas of the city and metropolis of Rio de Janeiro, where houses are vulnerable to housing, as well as how their internal layout and residents' routines are arranged in the face of the absence and/or precarious access to water and sewage. It is concluded that residents of the most precarious areas of the favelas remain marginalized to the urban world, not belonging to the legal/official city.
