O presente artigo busca provocar

uma breve reflexão sobre o processo histórico

de participação social, das instâncias de

controle social e da atual conjuntura brasileira,

pontuando a transição de um regime ditatorial

para um estado democrático de direitos,

que obteve conquistas constitucionais e a

materialização da assistência social como

política pública e dever do Estado. A partir

desta reflexão consideramos as conferências

como espaços privilegiados de discussão e

fortalecimento da democracia, abordando a

1ª Conferência Nacional de Assistência Social

que ocorreu em 1995 e a 11ª Conferência que

está em processo de realização no ano de

2017 com a temática “Garantia dos Direitos

no Fortalecimento do SUAS”. Esta discussão

se torna um desafio diante do atual cenário

nacional político e econômico de desmonte dos

direitos sociais.

Abstract:
The present article seeks to make

a brief reflection about the historical process of

social participation, of social control instances

and of the current Brazilian conjuncture. This

reflection punctuates about the transition from a

dictatorial regime to a democratic state of rights,

which reached constitutional achievements

and the materialization of social assistance

as a civil policy and a duty of the government.

From this reflection, the conferences can be

seen as privileged spaces for debates and

democracy strengthening, such as the 1st

National Conference on Social Assistance held

in 1995 and the 11th Conference being held

in 2017 with the theme “Rights Guarantee by

SUAS strengthening”. This discussion becomes

a challenge on the current national political and

economic scenario of dismantling social rights.
