PARTICIPAÇÃO E MÍDIA: UM DEBATE SOBRE A HEGEMONIA DISCURSIVA DO CAPITALISMO
A pesquisa objetiva apresentar
algumas concepções sobre a participação dos
cidadãos e a influência discursiva da mídia
em documentos oficiais, nomeadamente, o
“Todos pela Educação”. Envereda na literatura
especializada sobre o tema para demonstrar o
caráter instrumental da participação difundido
pelos meios de comunicação. Entende que o
assunto contribui para a verdadeira democracia
e que seu sentido vem sendo esvaziado e
manipulado em decorrência de interesses
econômicos e hegemônicos. Aponta a
necessidade de construção de espaços em que
participação possa adquirir função política e de
transformação social, diferente da participação,
por vezes, manipulada advinda da mídia
televisiva ou de documentos oficiais. Em termos
conclusivos, alude que a participação efetiva é
um contraponto ao sistema neoliberal e que, em
algumas situações, é usada pela sociedade civil
como estratégia para demostrar desaprovação
na forma como o país é governado ou na
elaboração de políticas públicas.

Abstract:
The main goal of this research
is to present conceptions about popular
participation and the discursive media influence
in official documents, namely, “All for Education”.
Specialized literature about this topic is attached
to demonstrate the instrumental feature of
popular participation spread by the media.
This project understands that this subject
contributes to the real democracy and that its
meaning is being depleted and manipulated
by the economic and hegemonic concerns.
It also indicates the necessity of creating new
opportunities where popular participation can
obtain political and social transformation roles,
differing the public participation, when it can be,
at times, manipulated by television media or
official documents. In conclusion, it alludes that
effective popular participation is a counterweight
to the neoliberal system and, in some occasions,
it is used by the civil society as an approach to
demonstrate disapproval in the way that the
country is ruled or how the public policies are
made.
