PARADIGMAS DE GESTÃO NAS INSTITUIÇÕES PÚBLICAS: DO BUROCRÁTICO AO PARTICIPATIVO
Esse artigo apresenta reflexões em torno das perspectivas ou paradigmas de gestão no serviço público, a saber: a perspectiva burocrática, a perspectiva do consenso versus conflito e a perspectiva participativa. Os estudos aqui apresentados partem do princípio de que no campo da administração pública, o clamor geral é que seja quebrado o paradigma do estado autônomo, que fica isolado e acima da sociedade civil, entrincheirado nas suas formalidades burocráticas. De modo que atualmente vão se configurando perspectivas ou paradigmas que reclamam maior interatividade entre Estado e sociedade. Essa abordagem, que vem sendo chamada de teoria do Estado-ator, compreende o Estado como meio de realização dos interesses da sociedade civil, descentralizando as decisões acerca dos objetivos das ações públicas e de seus resultados.

Abstract:
This article presents reflections on management perspectives or paradigms in the public service, namely: the bureaucratic perspective, the perspective of consensus versus conflict and the participatory perspective. The studies presented here are based on the principle that in the field of public administration, the general outcry is that the paradigm of the autonomous state, which is isolated and above civil society, entrenched in its bureaucratic formalities, is broken. So that perspectives or paradigms are currently being configured that demand greater interactivity between State and society. This approach, which has been called the theory of the actor-state, understands the state as a means of realizing the interests of civil society, decentralizing decisions about the objectives of public actions and their results.
