PARADIGMAS DE DESENVOLVIMENTO NA ERA DO NEOLIBERALISMO PROGRESSISTA: AS MUTAÇÕES DO CAPITALISMO E O PAPEL DA CRÍTICA
O artigo analisa os fundamentos e as limitações de um conjunto de estratégias de desenvolvimento insurgidas no bojo do sistema capitalista neoliberal a partir da virada do milênio, os chamados “negócios inclusivos”. Para tal, o período entre as décadas de 1980 e 2010 é observado tendo como fio condutor a atuação de dois organismos multilaterais – a Organização das Nações Unidas e o Banco Mundial – e 107 casos de negócios considerados inclusivos por tais organismos são analisados, a fim de entender de que modo tais estratégias se edificam como respostas do sistema capitalista a seus críticos.
Apoiamo-nos nas análises de Boltanski e Chiapello (1999) para compreender o conjunto de justificações que sustentam estas iniciativas no plano simbólico. Uma particular atenção é dada ao longo da análise ao papel da crítica – social e estética – como instrumento balizador das abordagens de desenvolvimento mais proeminentes no período.
Concluímos que tais modelos não fazem frente às assimetrias estruturais do sistema produtivo e distributivo mundial, à medida que não rompem substancialmente com os parâmetros materiais e simbólicos do sistema vigente, mas sim dão forma ao chamado “neoliberalismo progressista”.

Abstract:
The article analyzes the foundations and limitations of a set of development strategies risen along the turn of the millennium within the neoliberal capitalist system, the so-called “inclusive businesses”. To this end, the period between the 1980s and 2010 is observed from two multilateral organizations’ perspective – the United Nations and the World Bank –, and we analyze 107 business cases recognized as inclusive businesses by such organizations, to understand how these strategies are built as responses of the capitalist system to its critics.
We rely on the analysis of Boltanski and Chiapello (1999) to understand the set of justifications that support these initiatives at the symbolic level. Throughout the analysis, a particular attention is given to the role of criticism – both its social and aesthetic side – on shaping most prominent development approaches in the period.
We conclude that such models do not tackle the structural asymmetries of the world productive and distributive system, as they do not substantially break with the material and symbolic parameters of the neoliberal spirit of capitalism, but rather strengthen the so-called “inclusive neoliberalism”.
