Abstract: In sanitation, for decades, there has been a rule of charging for minimum water consumption. This rule stipulates a minimum tariff of ten cubic meters for each establishment, regardless of lower consumption. Despite the foundation based on the WHO recommendation, which estimates a minimum consumption of 100 liters water per inhabitant per day (which would give approximately 10 m3 for an average Brazilian family), several questions have been raised in the most different spheres. Considering that the General Systems Theory, formulated by Bertalanffy in the 60's, aims to investigate commonalities between the different fields of knowledge, starting from the parts to the whole, this paper presents the paradigm breaking of the current Brazilian tariff system in the light of changes made in some sanitation companies. The study is divided into a review of the general theory of the system and its interdisciplinarity and of the tariff structures in basic sanitation, having as cases the companies SAMAE of Jaragua do Sul and CASAN, from the State of Santa Catarina. At SAMAE, it can be seen that TBO - Basic Operating Fee - kept its revenue unchanged after its implementation in 08/2015 and CASAN changed to TBO after the public civil action by ARESC. The methodology used includes the qualitative method, whose scientific investigation focuses on the subjective character of the analyzed object, studying its particularities and individual experiences. It is noticed that the structural coupling explains that the system and the man are linked, it means that the environment (in this case, the man) can change the direction of the operation inside the system without a direct invasion. Structural coupling is applied in basic sanitation due to the interdependence of a system to its environment, which involves several agents. In this context, the new tariff structure paradigms serve to guarantee sustainability.
