PANORAMA DA COLETA SELETIVA EM SALVADOR-BA E A EXPERIÊNCIA DE COOPERATIVAS DE MATERIAIS RECICLÁVEIS COM OS POSTOS DE ENTREGA VOLUNTÁRIA (PEV)
A Lei n. 12.305/2010 foi promulgada no Brasil, em 2010, instituindo a Política Nacional de Resíduos Sólidos, com um conteúdo que valoriza a importância do trabalho dos catadores de materiais reutilizáveis e recicláveis organizados por meio das cooperativas. Nesse contexto, o estado da Bahia também promulgou a Lei n. 12.932/2014, da Política Estadual de Resíduos Sólidos e sua capital, o município de Salvador, promulgou a Lei n. 8.915/2015, que institui a Política Municipal de Meio Ambiente e Desenvolvimento Sustentável, com conteúdos similares a Lei Nacional. Nesse sentido, com o objetivo de verificar a experiência da coleta seletiva na cidade de Salvador por meio dos Postos de Entrega Voluntária (PEV), foram obtidas informações da gestão municipal sobre as cooperativas de materiais reutilizáveis e recicláveis da Cidade que estavam recebendo os resíduos/materiais dos PEV em 2018. As condições de funcionamento das cooperativas foram bastante variáveis, o reaproveitamento dos resíduos originários dos PEV foi em média de 40%, de forma que a renda das mesmas foi complementada por meio de parcerias firmadas com instituições públicas e privadas. Frente aos resultados encontrados, torna-se possível concluir que a coleta seletiva praticada em Salvador no período não recebeu o apoio satisfatório do Poder Público Municipal, conforme preconizado na Lei n. 8.915/2015.

Law no. 12,305/2010 was enacted in Brazil in 2010, instituting the National Solid Waste Policy, with a content that values the importance of the work of reusable and recyclable material collectors organized through cooperatives. In this context, the state of Bahia also enacted Law n. 12,932/2014, of the State Policy on Solid Waste and its capital, the municipality of Salvador, enacted Law n. 8,915/2015, which institutes the Municipal Policy for the Environment and Sustainable Development, with content similar to the National Law. In this sense, in order to verify the experience of selective collection in the city of Salvador through the Voluntary Delivery Stations (PEV), information was obtained from the municipal management about the reusable and recyclable material cooperatives in the City that were receiving the waste/ materials from the PEV in 2018. The operating conditions of the cooperatives were quite variable, the reuse of waste originating from the PEV was on average 40%, so that their income was supplemented through partnerships signed with public and private institutions. Based on the results found, it is possible to conclude that the selective collection practiced in Salvador during the period did not receive satisfactory support from the Municipal Government, as recommended in Law n. 8,915/2015.
