PACTO FEDERATIVO NA EDUCAÇÃO E A PARTICIPAÇÃO DA UNIÃO NO FINANCIAMENTO DA EDUCAÇÃO EM MUNICÍPIOS DA REGIÃO METROPOLITANA DO RIO DE JANEIRO
O federalismo é um sistema de
organização política caracterizado por um
Estado soberano, composto por diversas
entidades territoriais autônomas dotadas
de governo próprio. No campo educacional,
a autonomia dos sistemas educacionais,
a organização em regime de colaboração
destes sistemas, a cooperação e o regime de
colaboração intergovernamental na oferta e no
financiamento da educação são expressões
setoriais da organização política federativa do
país. O presente estudo tem como tema o pacto
federativo e sua repercussão sobre o aumento
das responsabilidades dos municípios na oferta
de matrículas e financiamento da educação
na Região Metropolitana Rio de Janeiro
entre os anos de 2008 e 2018, por meio das
informações sobre os gastos desses municípios
disponibilizados pelo Sistema de Informação
em Orçamentos Públicos em Educação.

Abstract:
The federalism is a system of politics
monetized by a sovereign state, composed of
several autonomous territorial entities endowed
with their own government. In the educational
sector, the formation of educational systems,
the organization in a system of collaboration
between the systems, the cooperation and the
system of intergovernmental collaboration in the
job offer and the politics of the federation of the
country. The present study has as its theme and
federative agreement and its repercussion on
the increase of responsibilities of municipalities
in the year 2008 and 2018, the assets of the
Região Metropolitana do Rio de Janeiro,
through the information provided by the Sistema
