OS TERRITÓRIOS ETNOEDUCACIONAIS COMO OBJETO DE ESTUDO EM PESQUISAS ACADÊMICAS REALIZADAS NO BRASIL
Objetivou-se com esta pesquisa analisar o processo de instituição do direito à educação escolar indígena e intercultural; distinguir as principais características da educação escolar indígena decorrente da criação dos Territórios Etnoeducacionais; identificar os principais focos das pesquisas acadêmicas materializadas em teses e dissertações centralizadas na temática dos Territórios Etnoeducacionais. Como se instituiu o direito à educação escolar indígena bilíngue e intercultural e quais as principais críticas direcionadas a essa política pública educacional? Como ficou caracterizada a política educacional para implementação da educação escolar indígena a partir da criação dos Territórios Etnoeducacionais? De onde são provenientes e quais têm sido os focos das pesquisas acadêmicas cujos autores elegeram os Territórios Etnoeducacionais enquanto temáticas investigativas em suas teses e dissertações? Fez-se estudo bibliográfico e documental, concentrando-se a captura das fontes históricas no período de 1988 a 2021. As conclusões indicaram que a efetivação de um direito, por meio de políticas públicas, só ganha efetividade se considerar, em todas as etapas, a participação dos titulares, com fomento ao constante debate democrático, objetivando a visibilidade da realidade em que se encontram os destinatários e possibilite mudanças e adequações, quantas vezes for necessário, para atender o que é proposto pelos envolvidos. Agregado a tudo isso, deve ainda o Estado garantir o investimento financeiro e apoio técnico necessário para tornar concreta sua implementação.

Abstract:
The objective of this research was to analyze the process of instituting the right to indigenous and intercultural school education; distinguish the main characteristics of indigenous school education resulting fron the criation of Ethnoeducational Territories; identify the main focuses of academic research materialized in theses and dissertations centered on the theme of Ethnoeducational Territories. How was the right to bilingual and intercultural indigenous school education established and what are the main criticisms directed at this educational public policy? How was the educational policy characterized for the implementation of indigenous school education from the creation of the Ethnoeducational Territories? Where do they come from and what have been the focuses of academic research whose authors chose the Ethnoeducational Territories as investigative themes in their theses and dissertations? A bibliographical and documentary study was carried out, concentrating on the capture of historical sources in the period from 1988 to 2021. The conclusions indicated that the realization of a rigt, trough public policies, only gains effectiveness if it is considered, at all stages, the participation of the holders, fostering constant democratic debate, aiming at the visibility of the reality in which the recipientes find themselves and enabling changes and adjustments, as often as necessary, to meet what is proposed by those involved. Added to all this, the State must also guarantee the financial investimento and technical support necessary to make its implementation concrete.
