OS SERVIÇOS DE SAÚDE OFERTADOS E O DIRECIONAMENTO DOS RECURSOS ORÇAMENTÁRIOS DO MUNICÍPIO DE PRESIDENTE KENNEDY- ES NA PERSPECTIVA DAS POLÍTICAS DE SAÚDE
Introdução: A transparência nas informações públicas sempre foi alvo de inúmeras discussões no Brasil, considerando-se que a população em todo o território nacional, tem direito e dever de conhecer os investimentos públicos. No caso deste estudo, este tema focou no âmbito da Saúde Pública enquanto uma das bases de qualquer gestão governamental no mundo todo e que no Brasil se estrutura no Sistema Único de Saúde, tido como um modelo internacional de gestão pública na área, porém, sendo ainda incipiente no que tange à qualidade do seu atendimento, dadas as lacunas existentes quanto ao direcionamento de gastos. Objetivo: Descrever os serviços de saúde ofertados e o direcionamento dos recursos orçamentários do município de Presidente Kennedy- ES na perspectiva das políticas de saúde, caracterizando-se o referido município de amostragem quanto aos serviços de responsabilidade municipal e os que realmente são prestados por sua Secretaria de Saúde e ainda, descrevendo-se o direcionamento dos recursos ao orçamento da Secretaria Municipal de Saúde para a prestação dos serviços de saúde pública local. Método: Pesquisa bibliográfico– documental estruturada a partir de uma revisão de literatura sobre o universo proposto em soma à observação e coleta de informações direto da base de dados do site da Prefeitura Municipal de Presidente Kennedy e de outros órgãos que controlam a estrutura do Sistema de Saúde nos âmbitos federal, estadual e municipal, em obras preferencialmente publicadas dentre 2010 a 2021. Resultados: O estudo permitiu ampliar os conhecimentos a respeito do município foco do estudo no que tange aos serviços de saúde ofertados à sua população, identificando-se a operacionalidade da sua gestão da saúde, bem como os recursos da Secretaria da Saúde e suas aplicabilidades, e ainda a disponibilização e transparência de informações sobre os orçamentos voltados aos gastos com a saúde local e, finalmente, como se obter maior transparência na gestão dos recursos da saúde. Considerações Finais: Presidente Kennedy, nos últimos anos, principalmente a partir de 2017, vem investindo de forma significativa na melhoria de suas Unidades Básicas de Saúde (UBSs), bem como disponibilizando, no site oficial de sua prefeitura, informações sobre saúde pública. Todavia, também se nota que ainda perduram falhas quanto à transparência do direcionamento dos recursos voltados à área da saúde na cidade, o que permitiu, a este estudo, sugerir alguns pontos base visando ampliar a transparência das informações relativas ao uso dos recursos públicos da saúde neste Município.

Abstract:
Introduction: Transparency in public information has always been the subject of numerous discussions in Brazil, considering that the population throughout the national territory has the right and duty to know about public investments. In the case of this study, this theme focused on the scope of Public Health as one of the bases of any government management worldwide and that in Brazil is structured in the Unified Health System, considered an international model of public management in the area, however, being still incipient in terms of the quality of its service, given the existing gaps in the direction of spending. Objective: To describe the health services offered and the allocation of budgetary resources in the municipality of Presidente Kennedy-ES from the perspective of health policies, characterizing the aforementioned municipality of sampling in terms of services under municipal responsibility and those that are actually provided by its municipality. Department of Health and also describing the allocation of resources to the budget of the Municipal Department of Health for the provision of local public health services.
Method: Bibliographic-documentary research structured from a literature review on the proposed universe in addition to the observation and collection of information directly from the database of the Presidente Kennedy City Hall website and from other bodies that control the structure of the Information System. Health at the federal, state and municipal levels, in works preferably published between 2010 and 2021. Results: The study allowed to expand knowledge about the municipality focus of the study with regard to the health services offered to its population, identifying the operability of its health management, as well as the resources of the Health Department and their applicability, and also the availability and transparency of information on budgets aimed at spending on local health and, finally, how to obtain greater transparency in the management of the resources of the health.
Final Thoughts: President Kennedy, in recent years, especially since 2017, has been investing significantly in improving its Basic Health Units (UBSs), as well as making information about public health available on the official website of his city hall. However, it is also noted that there are still flaws regarding the transparency of the allocation of resources aimed at the health area in the city, which allowed this study to suggest some base points aimed at increasing the transparency of information regarding the use of public health resources. in this Municipality.
