OS INSTITUTOS FEDERAIS DE EDUCAÇÃO, CIÊNCIA E TECNOLOGIA E O DESENVOLVIMENTO TERRITORIAL: A EDUCAÇÃO PROFISSIONAL TECNOLÓGICA COMO POLÍTICA PÚBLICA
No início do século XXI, o Brasil presencia um movimento de implementação de políticas públicas, como a criação e a consolidação dos Institutos Federais de Educação, Ciência e Tecnologia, que possui como o objetivo o desenvolvimento territorial. Os Campi dos Institutos Federais estão presentes nas mais diferentes cidades brasileiras, sendo um deles, o Instituto Federal do Norte de Minas Gerais, localizado no município de Arinos. Implantado no ano de 2009, oferta, atualmente, três cursos técnicos integrados ao ensino médio e cinco cursos superiores. Possui 1772 alunos matriculados e 147 servidores. Nesta perspectiva, este trabalho busca refletir a apropriação do espaço pelo Instituto Federal e a construção de novas possibilidades para o uso do território. Para tanto, foram analisadas as principais ações e atividades realizadas ao longo da última década, por meio de entrevistas junto ao diretor geral e coordenadores de ensino, pesquisa e extensão, bem como pesquisa documental. Assim, é possível afirmar que a instituição contribuiu para: a interação do poder público com as demandas locais e regionais, sendo realizados projetos de ensino, extensão e pesquisa considerando as necessidades territoriais; com a inserção cidadã, pois possibilitou o compartilhamento de ideias e conhecimento, visando à formação e participação da comunidade; ao fortalecimento das redes do território do Vale do Urucuia; ao aumento da escolaridade da população e permanência dos jovens na cidade; e ainda, à diversificação do setor terciário. Desse modo, é possível afirmar que a implantação do Instituto Federal contribuiu para uma nova dinâmica espacial, a partir de novos usos territoriais, principalmente sobre o viés educacional e político.

Abstract:
At the beginning of the twenty-first century, Brazil witnessed a movement for the implementation of public policies, such creation and consolidation of the Federal Institutes of Education, Science and Technology, whose objective is territorial development. The campuses of the Federal Institutes are present in the most different Brazilian cities, being one of them, the Federal Institute of North of Minas Gerais, located in the Arinos’ city. Implemented in 2009, it currently offers three technical courses integrated to high school and five graduation courses. It has 1772 students registered and 147 servants. In this perspective, this work seeks to reflect, from theoretical and methodological contributions based on the dialectical perspective, the appropriation of space by the Federal Institute and the construction of new possibilities for the use of the territory. For that, the main actions and activities carried out over the last decade were analyzed through interviews with the general director and coordinators of teaching, research and extension, and with documentary research. Like this, is possible to affirm that the institution contributed to: the interaction of the public power with the local and regional demands, being carried out projects of teaching, extension and research considering the territorial necessities; with the insertion of citizens, because enabled the sharing of ideas and knowledge, aiming at the formation and participation of the community; strengthening the networks of the Urucuia Valley; the increase of schooling of the population and the permanence of young people in the city; and the diversification of the tertiary sector. In this way, it is possible to affirm that the implantation of the Federal Institute contributed to a new spatial dynamics, starting from new territorial uses, mainly on the educational and political bias.
