OS DIREITOS DE QUEM TÊM DIREITOS: DESAFIOS E ESTRATÉGIAS PARA A INSERÇÃO E PARTICIPAÇÃO SOCIAL DE ADOLESCENTES DO ACOLHIMENTO INSTITUCIONAL
Discutir a participação e inserção social se faz pertinente, a partir da compreensão de que o ser humano é pertencente à sociedade, contexto este o qual realiza suas atividades e exerce sua cidadania. Esse indivíduo pode estar vulnerável a rupturas sociais provindas, diversas vezes, da violação dos seus direitos, sejam elas por condições familiares, econômicas, de trabalho e nas relações sociais. O adolescente que se encontra em situação extrema de vulnerabilidade, é assegurado pelas Políticas Públicas e principalmente pelo Estatuto da Criança e do Adolescente (ECA), a gozar de todos os seus direitos como ser em desenvolvimento. Uma das medidas determinadas pelo ECA para efetivá-los é o Acolhimento Institucional, que é um espaço no qual o adolescente é encaminhado por consequência de violações ocorridas no contexto familiar. Dessa forma, este estudo objetivou entender como a participação e inserção social tem se efetivado no cotidiano dos adolescentes, e quais as estratégias os profissionais do serviço utilizam para garantir este direito. Os instrumentos para a coleta de dados foi a entrevista semiestruturada e seus resultados foram analisados por meio da análise de conteúdo temática. Participaram deste estudo, sete (07) profissionais de um serviço de acolhimento institucional do município de João Pessoa/PB. Mediante as análises, podemos considerar que ainda é um desafio para os profissionais a efetivação da participação e inserção social dos adolescentes institucionalizados, tendo a escola e o esporte, como principais campos de participação dos adolescentes. O esporte é considerado atividade de maior interesse.

Abstract:
Discussing the participation and social insertion becomes pertinent, based on the understanding that human beings belong to society, a context in which they carry out their activities and exercise their citizenship. This individual may be vulnerable to social disruptions arising, several times, from the violation of their rights, whether due to family, economic, work conditions and social relations. The adolescent who is in an extreme situation of vulnerability, is ensured by Public Policies and mainly by the Statute of the Child and Adolescent (ECA), to enjoy all their rights as a being in development. One of the measures determined by the ECA to make them effective is the Institutional Reception, which is a space in which the adolescent is referred as a result of violations that occurred in the family context. Thus, this study aimed to understand how participation and social insertion has been carried out in the daily lives of adolescents, and what strategies the service professionals use to guarantee this right. The instruments for data collection were the semi-structured interview and its results were analyzed through thematic content analysis. Seven (07) professionals from an institutional reception service in the city of João Pessoa / PB participated in this study. Through the analyzes, we can consider that it is still a challenge for professionals to make the participation and social insertion of institutionalized adolescents a reality, with school and sport as the main fields of participation for adolescents. Sport is considered an activity of greatest interest.
