ORGANIZAÇÃO TERRITORIAL DAS COOPERATIVAS E ASSOCIAÇÕES DE CATADORES DE MATERIAIS RECICLÁVEIS NO PERÍMETRO URBANO DE CAMPO GRANDE/MS EM 2016
O desenvolvimento do capitalismo como modo de produção, e o consumo realizado pela população para atender além de suas necessidades, os desejos, luxos e confortos, se tornando uma “Sociedade burocrática de consumo dirigido” (LEFÉBVRE, 1991), contribuíram para o aumento na produção dos resíduos sólidos urbanos (lixo). No circuito inferior da economia (SANTOS, 2008) estão os catadores que, dentro da cadeia produtiva dos resíduos sólidos recicláveis, vivem do “resto” do consumo. Nesse contexto, o objetivo dessa pesquisa foi identificar a organização territorial, ou seja, quantos são e onde estão estas cooperativas e associações de catadores no perímetro urbano de Campo Grande/MS, uma questão social a partir de uma preocupação ambiental de dimensão global, o lixo. Foi realizada pesquisa bibliográfica e aplicação de questionário junto às cooperativas e associações encontradas. Como resultado, além da reflexão realizada, foi produzido um mapa com a localização territorial, bem como o levantamento do quantitativo de associados e cooperados no momento da constituição e atualmente; por quanto vendem o material coletado e o ganho individual mensal desta categoria profissional. Pode ser constatado que após a lei 12.305/10, que trata da Política Nacional dos resíduos sólidos, em que incluem a participação do catador na destinação correta dos resíduos recicláveis, houve um aumento considerável das cooperativas e associações de catadores no perímetro urbano de Campo Grande (MS). Mas, atualmente os recicláveis obtidos pela coleta seletiva, que atende 46% da população, não propicia um ganho satisfatório por parte dos cooperados e associados, pois, ainda é pequena a participação da população.

Abstract:
The development of capitalism as a mode of production, and the consumption made by the population to attend beyond their needs, desires, luxuries and comforts, becoming a “Bureaucratic society of directed consumption” (LEFÉBVRE, 1991), contributed to the increase in the production of municipal solid waste (garbage). In the lower circuit of the economy (SANTOS, 2008) are the pickers who, within the recyclable solid waste production chain, live off the “rest” of consumption. In this context, the objective of this research was to identify the territorial organization, ie, how many and where are these cooperatives and collectors associations in the urban perimeter of Campo Grande / MS, a social issue from a global environmental concern, the trash. Bibliographic research and questionnaire application were performed with the cooperatives and associations found. As a result, in addition to the reflection made, a map was produced with the territorial location, as well as the survey of the number of associates and members at the time of constitution and currently; for how much they sell the collected material and the monthly individual gain of this professional category. It can be seen that after Law 12.305 / 10, which deals with the National Policy of solid waste, which includes the participation of the collector in the correct disposal of recyclable waste, there was a considerable increase in cooperatives and collectors associations in the urban perimeter of Campo Grande. (MS). But currently the recyclables obtained by selective collection, which serves 46% of the population, do not provide a satisfactory gain on the part of the cooperative members and associates, because the participation of the population is still small. -
