ORÇAMENTO PARTICIPATIVO: A EXPERIÊNCIA DO MUNICÍPIO PARAIBANO NA IMPLANTAÇÃO DE UMA FERRAMENTA DE CONSTRUÇÃO COLETIVA PARA IMPLEMENTAÇÃO DE POLÍTICAS PÚBLICAS
O objetivo da pesquisa foi identificar a relevância do Orçamento
Participativo na formulação da peça orçamentária e na implementação de
políticas públicas do município de Pombal-PB. Para isto, buscou-se identificar
os aspectos fundamentais que levam a participação popular a ser importante
para construção da matriz orçamentária, descrever as dificuldades e os
problemas presentes na construção coletiva da peça orçamentária, e definir os
fatores necessários para dar continuidade ao Orçamento Participativo como
ferramenta de implementação de políticas públicas. Quanto aos objetivos a
pesquisa classifica-se em exploratória e descritiva, com relação aos
procedimentos é bibliográfica e de campo e em relação à abordagem a
pesquisa é considerada qualitativa. Segundo os conselheiros e vereadores, os
aspectos fundamentais que levam a participação popular a ser importante na
construção da matriz orçamentária são: a transparência pública; a cobrança da
sociedade na aplicação dos recursos públicos em educação, saúde,
segurança, lazer e cultura; inclusão das necessidades da sociedade no
orçamento anual e a população atenta às discussões orçamentárias. Quanto às
dificuldades e os problemas presentes na construção coletiva da peça
orçamentária, tem-se o desentendimento entre os participantes na elaboração
do orçamento por diferenças partidárias. Os fatores necessários para dar
continuidade ao Orçamento Participativo na implementação de políticas
públicas foram: as reuniões de bairros e na câmara legislativa e elaboração do
plano plurianual. Concluiu-se que os conselheiros e vereadores apresentaram
uma identificação relevante com o orçamento participativo na formulação da
peça orçamentária, auxiliando a administração pública a tomar as decisões
mais cabíveis para destinação dos recursos.

Abstract:
The objective of the research was to identify the relevance of
participatory budgeting in the budget part formulation and implementation of
public policies in the city of Pombal-PB. For this, we sought to identify the key
aspects that lead to popular participation to be important to build the budget
matrix, describing the difficulties and problems present in the collective
construction of the budget part, and define the necessary factors to continue the
Participatory Budget as implementation tool of public policy. As for research
purposes is classified as exploratory and descriptive in relation to the
procedures is bibliographical and field and in relation to the research approach
is considered qualitative. According to the directors and councilors, the
fundamental aspects that lead to popular participation to be important in
building the budget matrix are: public transparency; the collection of the society
in the implementation of public resources in education, health, safety, leisure
and culture; inclusion of the needs of society in the annual budget and attentive
people to budget discussions. As for the difficulties and problems present in the
collective construction of the budget part, there is disagreement among the
participants in the preparation of the budget by partisan differences. The factors
necessary to continue the Participatory Budget in the implementation of public
policies were meeting neighborhoods and in the legislative chamber and
preparation of the annual plan. It was concluded that the directors and
councilors have a relevant identification with participatory budgeting in the
budget formulation part, helping the government to take the most appropriate
decisions for the allocation of resources.
