OPINIÃO PUBLICA RELACIONADA AO CONSUMO DE ÁGUA EM BAIRROS COM E SEM A INSTALAÇÃO DE HIDRÔMETROS (RESIDENCIAL SALVAÇÃO E BAIRRO ALDEIA)
A água é um recurso de grande uso da população humana, apesar de termos esse bem em abundancia, não podemos esquecer que uma grande parcela da população sofre pela sua falta, pois, não conseguem suprir as suas necessidades básicas, e muitos dos que usufruem dela, a utilizam de forma inadequada, havendo grandes desperdícios. Conscientizar as pessoas nem sempre é uma tarefa simples, em locais públicos, boa parte dos usuários não se preocupam com o uso racional de água, por não serem diretamente responsáveis pelos custos. Nesse contexto, faz-se necessário utilizar métodos que venham ajudar a fazer o racionamento da água de forma estratégica, e um deles é a instalação de hidrômetros individuais. Entretanto, para um bom funcionamento do sistema, não é somente papel dos consumidores que irá influenciar, para que se sintam satisfeitos em ressarcir os gastos dependerá da qualidade que a água chega em suas casas, se o abastecimento local está realmente suprindo todas as necessidades dos residentes, além de outros fatores. A cidade de Santarém enfrenta alguns problemas relacionados a distribuição de água, e inserido nesta condição estão o bairro Alvorada e o Residencial Salvação, onde se apresentaram insatisfações na implantação dos hidrômetros, por falta de comunicação da concessionária com os domiciliados, não os orientando de forma clara para o principal objetivo do projeto, como resultado, haviam fraudes e remoção dos hidrômetros por parte da população, que acabavam por não pagar o que gastam. Em vista disso, foi imprescindível a realização de uma pesquisa comparativa em bairros distintos com o intuito de averiguar a opinião pública quanto as dificuldades do sistema, e se realmente com as instalações dos contadores a população está se tornando consumidores conscientes, revendo seus hábitos e se adequando aos sistemas de contabilização, além do esclarecimento sobre seu uso e benefícios.

Abstract:
Water is a resource of great use to the human population, although we have it in abundance, we cannot forget that a large part of the population suffers from its lack, because they cannot supply their basic needs, and many of those who enjoy it use it inappropriately, and there is great waste. Raising awareness is not always a simple task, in public places, most users are not concerned with the rational use of water because they are not directly responsible for the costs. In this context, it is necessary to use methods that help to ration water strategically, and one of them is the installation of individual hydrometers. However, for a good functioning of the system, it is not only the role of the consumers that will influence, so that they feel satisfied in reimbursing the expenses will depend on the quality that the water arrives in their homes, if the local supply is really supplying all the needs of the residents, besides other factors. The city of Santarém faces some problems related to water distribution, and inserted in this condition are the Alvorada neighborhood and Residencial Salvação, where there were dissatisfactions in the implementation of the hydrometers, due to lack of communication from the concessionaire with the residents, not clearly guiding them to the main objective of the project, as a result, there was fraud and removal of the hydrometers by the population, who ended up not paying what they spend. In view of this, it was essential to conduct a comparative survey in different neighborhoods in order to ascertain public opinion about the difficulties of the system, and whether the population is really becoming conscious consumers, reviewing their habits and adapting to the accounting systems, in addition to clarifying their use and benefits.
