OBSERVATÓRIO EÇAÍ: A APLICAÇÃO DO ESTATUTO DA CRIANÇA E DO ADOLESCENTE E OUTROS DIREITOS HUMANOS NA FRONTEIRA BRASIL-BOLÍVIA
Eçaí‘, em Tupi Guarani significa:
olhos pequenos, olhos que observam. Na
perspectiva dessa premissa Guarani, foi
estruturado na Universidade Federal de Mato
Grosso do Sul, Campus do Pantanal, o Grupo de
Estudos e Pesquisas Interdisciplinares – NEPI
Pantanal, que entre seus projetos prioritários
constituiu o Observatório Eçaí, com o objetivo
desenvolver pesquisas, extensão acadêmica
binacional e ações de ensino entre docentes e
discentes do Brasil e da Bolívia. No sentido de
ampliar o conhecimento sobre as expressões
das ações em desenvolvimento que protegem
e promovem cidadania de acordo com o
preconizado pelo Estatuto da Criança e do
Adolescente no lado brasileiro e pelo ‘Estatuto
de la Niñez y Adolescencia’, da Bolívia, bem
como investigar os fenômenos de violações de
direitos de crianças e adolescentes na região da
fronteira. Investigar os processos no cotidiano
do desenvolvimento das políticas públicas
na região, é o ponto de partida desse grupo
de pesquisadores internacionais. A parceria
entre a Universidade Federal de Mato Grosso
do Sul do Brasil – UFMS e a Universidade
Autónoma Gabriel René Moreno da Bolívia
- UAGRM, possibilita no âmbito acadêmico,
desenvolver referencial teórico e documental
relacionados aos direitos de crianças e
adolescentes residentes na região de fronteira,
com possibilidades de dar visibilidade a uma
realidade pouco conhecida. O fortalecimento
de grupos de estudos acadêmicos de fronteira
entre países, amplia a perspectiva das ciências e
da educação social, com a produção de artigos,
livros, documentários, debates locorregionais e
um olhar diferenciado para as dinâmicas que
regem a vida neste lugar

Abstract:
Eçaí’, in Tupi Guarani means:
small eyes, eyes that watch. In the perspective
of this Guarani premise, the Interdisciplinary
Studies and Research Group (NEPI Pantanal)
was set up at the Federal University of Mato
Grosso do Sul, in the Pantanal Campus, which
among its priority projects constituted the Eçaí Observatory, with the objective of developing research, academic extension binational
and teaching actions among teachers and students from Brazil and Bolivia. In order
to broaden the knowledge about the expressions of the actions in development that
protect and promote citizenship according to the one recommended by the Statute of
the Child and the Adolescent in the Brazilian side and by the ‘Statute of the Childhood
and Adolescence’, of Bolivia, as well as to investigate the phenomena of violations of
the rights of children and adolescents in the border region. Investigating the processes
in the daily development of public policies in the region, is the starting point of this
group of international researchers. The partnership between the Federal University of
Mato Grosso do Sul of Brazil - UFMS and the Autonomous University Gabriel René
Moreno of Bolivia - UAGRM, allows in the academic scope, to develop theoretical
and documentary referential related to the rights of children and adolescents residing
in the border region, with the possibility of giving visibility to a little known reality. The
strengthening of academic frontier studies groups broaden the perspective of science
and social education with the production of articles, books, documentaries, locoregional
debates and a different look at the dynamics that govern life in this place
