OBRIGATORIEDADE DE MATRÍCULA NA PRÉ-ESCOLA: UM ESTUDO DE CASO NO MUNICÍPIO DE GRAVATAÍ/RS (2005-2014) MANDATORY REGISTRATION IN PRE-SCHOOL: A CASE STUDY IN THE MUNICIPALITY OF GRAVATAÍ/RS (2005-2014)
Este trabalho apresenta dados de uma pesquisa em andamento que monitora políticas públicas de educação infantil no Rio Grande do Sul, com ênfase na implantação da obrigatoriedade de matrícula na pré-escola, conforme determinou a Emenda Constitucional 59/09 e tem como objetivo analisar a trajetória do Município de Gravataí, no Rio Grande do Sul, no que tange à oferta educacional para crianças de quatro e cinco anos de idade, abarcando o período de 2005-2014. O estudo envolveu revisão da legislação educacional vigente e da literatura da área relativa à educação infantil, com procedimentos de recolha e sistematização de dados estatísticos do Instituto Brasileiro de Geografia e Estatísticas, do Instituto Nacional de Ensino e Pesquisa Anísio Teixeira e do Tribunal de Contas do Estado do Rio Grande do Sul, além de pesquisas em sites oficiais, tais como o da Prefeitura Municipal, da Câmara de Vereadores e do Conselho Municipal de Educação de Gravataí. Como indicadores, foram considerados a determinação quanto à universalização da pré-escola até 2016, bem como o alcance da meta1 dos Planos Nacionais de Educação 2001-2010 e 2014-2024. Os dados evidenciam que ao longo da trajetória analisada, Gravataí vem ampliando a oferta de vagas para a educação infantil; porém, esse município não alcançou a meta do PNE 2001-2010 de atendimento a, no mínimo, 80% da população da faixa etária pré-escolar naquele decênio, além de ter chance remota de universalizar a matrícula na pré-escola até 2016. Observa-se, também, que a oferta na rede privada tem crescido numa proporção superior à da pública municipal, podendo incluir-se nessa categoria, instituições privadas conveniadas com base na legislação municipal. Nestes casos, é relevante considerar que ocorrem investimentos públicos em instituições privadas, fato que demanda estudos posteriores analisando a qualidade da vaga ofertada na perspectiva do direito à educação para toda a população.

Abstract:
This paper presents data from an ongoing research that monitors public policies of early childhood education in Rio Grande do Sul, with emphasis on the implementation of the mandatory enrollment in preschool, as determined by Constitutional Amendment 59/09 and aims to analyze the trajectory of the Municipality of Gravataí, in Rio Grande do Sul, with regard to the educational provision for children aged four and five years, 2005-2014 period. The study involved a review of current educational legislation and the literature in the area of early childhood education, with procedures for collecting and systematizing statistical data from the Brazilian Institute of Geography and Statistics, the National Institute of Teaching and Research Anísio Teixeira and the Court of Auditors of the State of Rio Grande do Sul, as well as research on official websites, such as the City Hall, the City Council and the Municipality council of Gravataí. As indicators, we considered the determination of the universalization of preschool until 2016, as well as the achievement of goal1 of the National Education Plans 2001-2010 and 2014-2024. The data show that throughout the trajectory analyzed, Gravataí has been expanding the offer of vacancies for early childhood education; however, this municipality did not reach the 2001-2010 PNE goal of care for at least 80% of the preschool age population in that decade, besides having a remote chance of universalizing preschool enrollment by 2016. It is also observed that the offer in the private network has grown in a higher proportion than the municipal public, and private institutions that are contracted based on municipal legislation may be included in this category. In these cases, it is important to consider that public investments occur in private institutions, a fact that requires further studies analyzing the quality of the vacancy offered from the perspective of the right to education for the entire population.
