ÓBICES À EFETIVAÇÃO DO SISTEMA ÚNICO DE SAÚDE: PADRÃO DE FINANCIAMENTO
Desenvolve-se uma reflexão
sobre o padrão de financiamento da política
de saúde no Brasil, para a compreensão das
condições objetivas e materiais ao trabalho
em saúde. Neste texto, apontamos como
caminho analítico o subfinanciamento estrutural
do sistema de saúde brasileiro, em que se
observa a finalidade da arrecadação atrelada
à diminuição do gasto público com as políticas
de seguridade social. Com isso, o gasto em
saúde é extremamente menor em comparação
a outros países de sistema de saúde universal.
Identifica-se o baixo investimento em saúde no
confronto aos indicadores de outros países da
América Latina. Desta forma, reitera-se que
a política de renúncia fiscal adotada no país
impede ações para a efetivação de uma política
pública universal e o investimento no trabalho
em saúde.

Abstract:
A reflection on the standards
financing of health policy in Brazil is developed to
understand the objective and material conditions
for health work. In this text, we point as an
analytical path the structural underfinancing of
the Brazilian health system, in which the purpose
of the collection is linked with the reduction of
public spending on social security policies. As
a result, health spending is extremely low if
compared to other countries with a universal
health system. The low investment in health is
identified confronting with the indicators of other
Latin American countries. Thus, it is reiterated
that the fiscal waiver policy adopted in the
country presents obstacles to make effective
the actions for the universal public policy and
the investments for health work.
