O SISTEMA DE AVALIAÇÃO DA EDUCAÇÃO BÁSICA: CONSIDERAÇÕES HISTÓRICAS E PERSPECTIVAS CRÍTICAS
O objetivo do presente artigo é o de analisar os aspectos históricos da avaliação em larga escala na política educacional brasileira, especialmente no que tange à evolução do Sistema de Avaliação da Educação Básica (SAEB). De modo geral, busca-se mostrar a organização dessa política no contexto das duas últimas décadas e reconhecer a convergência das avaliações com o perfil de Estado avaliador e gerencial, insistindo na importância de consolidar outra cultura nas práticas avaliativas escolares Como metodologia, optou-se pela revisão bibliográfica e como resultado, espera-se encontrar caminhos para mudar as políticas e práticas na forma de avaliar a qualidade da educação legadas das últimas décadas e atinentes ao perfil de mercado, com ênfase nos resultados e desconsiderando a educação como processo formativo humano.

Abstract:
The focus of this paper is the analysis about the historical aspects of the large scale evaluation in Brazilian educational politic, specially by the evolution of the National Basic Education Assessment System (SAEB). In general, we will show the organization of this politic in the context of the two last decades. Besides recognizing the convergence between the evaluations with the evaluator and management State, we insist about the importance of consolidating other culture in the evaluation methods at schools. As a methodology, we chose reviewing biographies. As result, we hope political and practical changes in the way how it’s evaluated the quality of education, caption in the last decades to industry profile and emphasises on the results, with no consideration in the education as a human shape process.
