O REGIME DE COLABORAÇÃO E O PNE: entre o proposto e o possível
O artigo analisa as Leis 10.172/2001
e 13.005/2014, considerando as metas e
estratégias em que o regime de colaboração é
elemento central da efetivação do compromisso
entre os entes federativos na melhoria da
educação básica. A metodologia considerou a
revisão da literatura sobre a temática e os PNEs
2001 e 2014. O texto está organizado em quatro
seções dialogando entre si e fundamentado no
referencial teórico e nos documentos oficias.
Apontamos que embora os PNEs proponham a
efetivação do regime de colaboração, isso não
se concretiza na prática. Seja pela ausência do
cumprimento da legislação ou pela proposta de
política de caráter focal.

Abstract:
The article analyzes Laws
10,172 / 2001 and 13,005 / 2014, considering
the goals and strategies where collaboration
regime is central element of the effectiveness
of the commitment between federative entities
in the improvement of basic education. The
methodology considered the review of the
literature on the subject and the PNEs 2001
and 2014. The text is organized in four sections
dialoguing with each other based on the
theoretical framework and official documents.
We point out that although the NSPs propose
the implementation of the collaboration regime,
this does not materialize in practice. Either by
the lack of compliance with the legislation or the
proposed policy of a focal nature.
