O PRONERA - PROGRAMA NACIONAL DE EDUCAÇÃO NA REFORMA AGRÁRIA E O ACESSO AO ENSINO SUPERIOR PÚBLICO: A EXPERIÊNCIA DO TECNÓLOGO EM AGROECOLOGIA DO IFPR CAMPO LARGO
RESUMO: O presente trabalho apresenta uma análise do Programa Nacional de Educação na Reforma Agrária – PRONERA, por meio da experiência do Curso Superior de Tecnologia em Agroecologia ofertado pelo Campus Campo Largo do Instituto Federal do Paraná – IFPR, com vistas a verificar a efetividade deste Programa enquanto política pública de acesso ao ensino superior no Brasil. A partir da análise de documentos legais e institucionais, articulados a um referencial teórico que traz a concepção e especificidades da Educação do Campo, possibilitou-se inferir sobre a contribuição desta política educacional na ampliação da garantia à educação aos sujeitos do campo e sua importância no processo de construção da cidadania deste segmento populacional historicamente excluído do acesso aos diversos níveis de escolarização, notadamente o ensino superior. O estudo afirma a necessidade da continuidade e ampliação do Programa enquanto instrumento de acesso dos sujeitos do campo a um direito social consagrado na Constituição Federal de 1988 e alerta para as consequências da paralisação dos cursos em andamento em todo o país em função de mudanças nos processos de tomada de decisão no âmbito do governo federal a partir de 2019.

Abstract:
ABSTRACT: The present work presents an analysis of the National Education Program in Agrarian Reform - PRONERA, through the experience of the Higher Course in Technology in Agroecology offered by the Campo Largo Campus of the Federal Institute of Paraná - IFPR, in order to verify the effectiveness of this Program as a public policy of access to higher education in Brazil. From the analysis of legal and institutional documents, linked to a theoretical framework that brings the conception and specificities of Rural Education, it was possible to infer about the contribution of this educational policy in the expansion of the guarantee to education to subjects in the field and its importance in process of building citizenship in this population segment historically excluded from access to different levels of schooling, notably higher education. The study affirms the need for the continuity and expansion of the Program as an instrument for access by rural subjects to a social right enshrined in the Federal Constitution of 1988 and warns of the consequences of the paralysis of courses in progress across the country due to changes in processes decision-making within the federal government starting in 2019.
