O PROGRAMA UNIVERSIDADE PARA TODOS (UPT) NA UNIVERSIDADE DO ESTADO DA BAHIA: UMA OPORTUNIDADE DE INCLUSÃO E TRANSFORMAÇÃO SOCIAL
Este trabalho tem como objetivo apresentar, de forma exploratória, o Programa Universidade para Todos (UPT) no âmbito da Universidade do Estado da Bahia (UNEB), nos Polos da capital baiana, considerando que as universidades estaduais na Bahia desenvolvem esse programa de formação continuada através das ações e programas desenvolvidos pelo Estado para garantir uma maior capacitação dos alunos procedentes de escolas públicas que pretendem ingressar em uma universidade seja pública ou privada. Essas políticas públicas colocam em prática os direitos que são previstos na Constituição Federal de 1988 e em outras leis específicas, que por fim os identificam como uma real necessidade social. Os resultados do estudo, a partir de uma abordagem qualitativa, indicam que o desenvolvimento do Programa UPT, especificamente em Salvador, possibilita expressiva inclusão de jovens ao ensino superior, oportunizando assim o ingresso posterior desses jovens no mercado de trabalho e a expansão desse programa na Universidade.

Abstract:
This paper aims to present, in an exploratory way, the University for All Program (UPT) in the State University of Bahia (UNEB), in the Poles of Bahia, considering that the state universities in Bahia develop this project of continuing education through the actions and programs developed by the State to guarantee a greater qualification of students coming from public schools that intend to enter a university whether public or private. These public policies put into practice the rights that are foreseen in the Federal Constitution of 1988 and other specific laws, which finally identify them as a real social necessity. The results of the study, based on a qualitative approach, indicate that the development of the UPT Program, specifically in Salvador, makes it possible to include young people in higher education, thus facilitating their subsequent entry into the labor market and the expansion of this program in the University.
