O PROGRAMA MAIS EDUCAÇÃO: UMA ANÁLISE DO CICLO DA POLÍTICA
Este artigo apresenta uma análise da criação e formulação do Programa
Mais Educação - PME, a partir dos elementos discursivos presentes na literatura
atual, na legislação e nos textos orientadores da Política. Como referencial teóricometodológico,
fundamenta-se na perspectiva de análise das etapas do ciclo de
políticas, segundo Serafim e Dias (2012), o ciclo divide-se em cinco momentos:
Identificação de problemas; Conformação da agenda; Formulação; Implementação e
Avaliação da política. Para o alcance do objetivo, utilizou-se pesquisa bibliográfica,
pesquisa documental (primários e secundários) e análise da legislação. Algumas
limitações do Programa foram observadas, dentre elas, o não atendimento de todos
os alunos pelo Programa e espaços físicos inadequados em algumas escolas.

Abstract:
This article presentes na analysis about the creation and formulation of
Program Mais Educação – PME, starting with the discursive elements that are inside
the literature nowadays, in the law and other texts leaded by policy. Like a theoreticalmetodological
reference, it grounds in the perspective of analysis related to the steps
of the political cicle, according Serafim e Dias (2012), the cicle is divided in five
moments: Problem’s identification; The schedule’s conformation; Formulation; Policy
implementation and evaluation. Achieving the main goal, we used bibliografic and
documentar research (primary and seconday) and legislation’s analysis. Some
Program limitations were watched, such as, the non-attendence of all the students
by the Program and terrible phisical spaces in some schools.
