Abstract: The Amazon is continually the target of studies and research that contribute to the body of knowledge about its formation, which deal with the socio-economic historiography of the region. By focusing on the National Integration Program (NIP) and its developments, this article aims to trace paths that underpin the causes and reasons for the Amazon's underdevelopment. To this end, a qualitative, exploratory study was carried out, using documentary and bibliographic research as the data collection procedure. The theoretical framework adopted is neoinstitutionalism, more precisely the ideas of economists Acemoglu and Robinson. It was concluded that the Amazon's economic underdevelopment is driven by extractive institutions run by elitist organizations that foster a vicious circle of poverty and inequality in the region.
