O PATRIMÔNIO DUPLAMENTE ESQUECIDO: DOS EFEITOS DA PANDEMIA DA COVID19 SOBRE EDIFICAÇÃO DE CARÁTER HISTÓRICO EM FORTALEZA-CE
Esta pesquisa possui como propósito a discussão acerca dos bens imóveis de caráter histórico não tutelados pelo poder público e, por isso, em algumas situações, negligenciados quanto à sua salvaguarda, estando suscetíveis ao esquecimento e à descaracterização. O termo “duplamente” se refere, primeiro, ao fato dessas edificações de caráter histórico não protegidas legislativamente já serem esquecidas em seu cotidiano, estando vulneráveis à interferências danosas e, em segundo, pelo fato da pandemia da Covid-19 ter acentuado a dinâmica de abandono, gerada pelas desapropriações de comércios, bares e restaurantes que foram fechados, por conta das restrições, e privados das atividades que pontuavam a dinâmica social por conta dos efeitos dos lockdowns do momento. Como forma de embasar e exemplificar a argumentação, foi escolhida uma edificação situada na antiga zona portuária do estado do Ceará, município de Fortaleza que, em outros tempos, funcionou como armazém de exportação pertencente ao grande empreendedor Delmiro Gouveia e que, ao longo dos anos, comportou diversos usos, modificando sua ambiência interna e comprometendo a sua estrutura. A motivação para a reflexão sobre os efeitos da pandemia da Covid-19 sobre o patrimônio cultural em Fortaleza-CE se deu a partir da escolha da referida edificação como objeto de pesquisa do Trabalho Final de Graduação (TFG) do curso de Arquitetura e Urbanismo da Universidade Federal de Alagoas, visando uma análise sobre os danos acentuados devido às restrições impostas pelo período pandêmico, que além da proibição do funcionamento e da consequente falta de manutenção dos imóveis, também paralisou as ações de fiscalização dos bens.

Abstract:
The purpose of this research is to discuss the historical character of buildings that are not protected by the government and, therefore, in some situations, neglected in terms of their safeguarding, being susceptible to oblivion and mischaracterization. The term “double” refers, first, to the fact that these historical buildings that are not legally protected are already forgotten in their daily lives, being vulnerable to harmful interference, and, second, to the fact that the Covid-19 pandemic has accentuated the dynamic of abandonment, generated by the expropriation of businesses, bars and restaurants that were closed, due to restrictions, and deprived of the activities that punctuated the social dynamics due to the effects of the lockdowns of the moment. As a way of supporting and exemplifying the argument, a building located in the former port area of the state of Ceará, in the municipality of Fortaleza, was chosen. , had different uses, modifying its internal ambience and compromising its structure. The motivation for reflecting on the effects of the Covid-19 pandemic on cultural heritage in Fortaleza-CE came from the choice of the aforementioned building as a research object of the Final Graduation Paper (TFG) of the Architecture and Urbanism course at Federal University of Alagoas, aiming an analysis of the accentuated damages due to the restrictions imposed by the pandemic period, which in addition to the prohibition of operation and the consequent lack of maintenance of the properties, also paralyzed the actions to inspect the assets.
