Abstract: This study addresses the strengthening of sustainable local development in response to historically ineffective centralized models. The problem raised lies in the persistent gaps in the literature regarding the integrated impact of active citizenship in Mozambique, especially in predominantly rural regions such as the Nampula district. The methodology adopted followed a qualitative and inductive approach, combining bibliographical research with semi-structured interviews with key local stakeholders, whose data were processed through content analysis. The conclusion demonstrates that, although practical actions of community engagement promote co-responsibility through associations and infrastructural mobilizations, effective participation is severely limited by socioeconomic barriers (such as labor poverty) and cultural exclusions. Furthermore, it was found that local practical actions heavily depend on institutional support and adequate resources. Given this, it is concluded that strengthening this civic ecosystem requires integrated strategies of civic education, leadership capacity building, and transparent articulation between the State, Non-Governmental Organizations (NGOs), and civil society to ensure the sustainability and autonomy of communities
