O PAPEL ARTICULADOR DO PROJETO POLÍTICO PEDAGÓGICO NO SERVIÇO DE MEDIDAS SOCIOEDUCATIVAS EM MEIO ABERTO
Apresentamos neste texto uma reflexão sobre a importância da relação entre o projeto político pedagógico (PPP) e o atendimento no serviço de medidas socioeducativas em meio aberto (SMSE/MA). Como referência teórica discutimos os conceitos de educação social, projeto político pedagógico, pedagogia social e suas práticas, relacionando-os criticamente com as normativas da política pública orientadora da prática no serviço de medidas socioeducativas em meio aberto, numa reflexão que mostrou a importância em se desenvolver o PPP fundado em uma pedagogia da libertação. O processo analisado apontou que apesar de existir uma política pública que visa assegurar os direitos fundamentais e apresenta a relevância do trabalho intersetorial e interinstitucional no atendimento às demandas dos adolescentes, jovens e suas famílias, o cotidiano revelou o descompasso e a dificuldade de se encontrar uma direção para se concretizar essa política. Nesse sentido, o desenvolvimento do PPP se apresentou como uma alavanca do processo de observação, reflexão, avaliação e ações renovadoras, organizando e orientando o trabalho socioeducativo do SMSE/MA. Para tal, foi basilar a escuta e participação coletiva e em parceria da equipe institucional, dos adolescentes/jovens e de seus familiares. Por fim, o projeto político pedagógico foi ferramenta orientadora e articuladora do diálogo entre o espaço do SMSE/MA e as políticas públicas do sistema de garantia de direitos quando estimulou a contínua busca de conhecimento e aperfeiçoamento dos fazeres da equipe em relação às outras instâncias garantidoras de direitos dos adolescentes e jovens.

Abstract:
This text presents a reflection of the importance of the relationship between the political pedagogical project (PPP) and the practice of the service of socio-educational measures in an open environment (SMSE / MA). As theoretical references the text discussed the concepts of social education, political pedagogical project, social pedagogy and their practices, relating them critically with the norms of public policy that guides the practice in the service of socio-educational measures in an open environment in a reflection that showed the importance of the development of the PPP based on a pedagogy of liberation. The analyzed process pointed out that although there is a public policy that aims to ensure fundamental rights and presents the relevance of intersectoral and interinstitutional work in meeting the demands of adolescents, young people and their families, the daily life revealed the gap and the difficulty of finding a direction to implement this policy. In this sense, the development of the PPP was presented as a lever in the process of observation, reflection, evaluation and renovating actions, organizing and guiding the socio-educational work of the SMSE / MA. For this to happen, it was fundamental the listening and the collective participation of the adolescents/young people and their families in partnership with the institutional team. Finally, the pedagogical political project was a guiding and articulating tool for the dialogue between the SMSE / MA and the public policies of the guarantee system rights when it stimulated the continuous search for knowledge and improvement of the team's activities in relation to other guaranteeing instances rights of adolescents and young people.
