O NASCIMENTO DE UMA NOVA ÁGUA MINERAL PARA TERMALISMO E ASPETOS BÁSICOS PARA O ESTABELECIMENTO DE SUAS INDICAÇÕES TERAPÊUTICAS: O CASO DAS TERMAS DE SÃO MIGUEL EM PORTUGAL
As águas minerais naturais são recursos hídricos subterrâneos de alta qualidade e cada vez mais escassos. De acordo com a legislação portuguesa, este recurso está integrado no campo dos recursos geológicos e pode ter duas aplicações: águas engarrafadas e águas termais. Existem alguns casos em que a mesma água, devido às suas particularidades, pode ser usada em ambas as aplicações. Uma água subterrânea a ser considerada mineral natural deve obedecer a requisitos técnicos muito exigentes e, somente após um conjunto considerável de estudos e procedimentos burocráticos, pode ser proposto superiormente ao Estado para reconhecer esse recurso como água mineral natural, e se tiver potencial para ser usado no termalismo, deverá ser submetido a um estudo médico-hidrológico de responsabilidade de um médico, a fim de pesquisar e comprovar suas indicações terapêuticas. O presente trabalho corresponde a uma água mineral natural, com aplicação em termalismo, e após seu licenciamento pelo Ministério vinculado aos recursos geológicos, foi denominada "Termas de São Miguel", em Fornos de Algodres, distrito de Guarda (Portugal). Depois disso, foram criadas as instalações necessárias para um médico, em caráter experimental, por dois anos, usar esse espaço como Termas Experimentais, com seus utilizadores a fazer tratamentos termais, mas, portanto, com caráter experimental. Assim, este artigo apresenta os principais aspetos que levaram ao licenciamento da nova água mineral natural e também os principais aspetos que permitiram a legalização das indicações terapêuticas deste novo recurso.

Abstract:
Natural mineral waters are an underground water resource with high quality and increasingly scarce. According to Portuguese legislation, this resource is integrated in the field of geological resources and can have two applications: bottling waters and thermal water. There are some cases in which the same water due to its particularities can be used in both applications. A groundwater to be considered natural mineral has to obey to very demanding technical requirements and, only after a considerable set of studies and bureaucratic procedures, it can be proposed superiorly, to the state, to recognize such resource as mineral water and if it has potential to be used in thermalism, will have to be subjected to a medical-hydrological study of the responsibility of a medical doctor, in order to research and prove its therapeutic indications. The present work corresponds to a natural mineral water, with application in thermalism, and after its licensing by the Ministry linked to the Geological resources, it was named "Termas de São Miguel", in Fornos de Algodres, in the district of Guarda (Portugal).After that, the necessary facilities were created for a medical doctor, on an experimental basis, for two years, to use that space as a spa, with its users doing the thermal treatments, but therefore, on an experimental basis. Thus, this paper presents the main aspects that led to the licensing of the new thermal mineral water and also the main aspects that allowed the legalisation of the therapeutic indications of this new resource.
