O MONITORAMENTO DO PLANO NACIONAL DE EDUCAÇÃO NO BRASIL ENTRE 2014 E 2024: UM DESAFIO DA ALFABETIZAÇÃO
O trabalho analisa o processo de monitoramento da meta nove do Plano Nacional de Educação (2014) com base nos dados do Instituto Brasileiro de Geografia e Estatística sobre alfabetização e analfabetismo funcional, a fim de avaliar a manifestação das políticas educacionais em contexto local. A implantação e concretização no contexto educacional tem o prazo de 10 anos, ou seja, entre o período de 2014 e 2024, para o cumprimento das vinte metas previstas. Nesse sentido, a análise focalizou a meta nove, que prevê indicadores e estratégias para alfabetização da população com 15 (quinze) anos ou mais. Em face disso, o trabalho está organizado entorno das análises dos marcos legais recentes da política de alfabetização no Brasil, para uma melhor compreensão do monitoramento e materialização da meta nove, de modo a identificar consenso ou reducionismo acerca da sua definição.

Abstract:
This paper analyzes the monitoring process of the target nine from the National Education Plan (2014) in Brazil by using the literacy and functional illiteracy data based on Brazilian Institute of Geography and Statistics, in order to assess the manifestation of educational policies in a local context. The process of implementation and concretization in the educational context has a 10-year term, between 2014 and 2024, for the achievement of the twenty targets. In this sense, the analysis focused on target nine, which provides indicators and strategies for the literacy of the population aged 15 (fifteen) years or more. In view of that, this paper is organized around the investigation of the recent legal frameworks of the literacy policy in Brazil, for a better understanding of the target nine in its monitoring and materialization, in order to identify consensus or reductionism regarding this definition.
