O IMPACTO DA REDUÇÃO DE APOIO DO GOVERNO NO PROCESSO DE APRENDIZADO E INOVAÇÃO NO APL DE ARTESANATO DE PALHA EM MASSAPÉ - CE
Este trabalho tem por objetivo discutir o impacto da redução da participação do Governo no APL de palha de carnaúba em Massapê-CE. Traz uma reflexão de como a falta de estimulo às aglomerações pode influenciar negativamente o ciclo de inovação e aprendizado. Para tanto utilizou-se do estudo de caso, da triangulação de técnicas para coleta e da análise de conteúdo para tratamento dos dados. O principal achado deste artigo reside no forte impacto que a atuação do Governo pode exercer com a utilização de políticas públicas para subsidiar o desenvolvimento dos APL’s, principalmente, aqueles necessitam de agentes com habilidades complementares.

Abstract:
This paper aims to discuss the impact of the reduction of the Government's participation in the APL of carnauba straw in Massapê-CE. It brings a reflection on how the lack of stimulus to agglomerations can negatively influence the cycle of innovation and learning. For that, we used the case study, the triangulation of techniques for collection and content analysis for data treatment. The main finding of this article resides in the strong impact that the performance of the Government can exert with the use of public policies to subsidize the development of the APL’s, mainly, those that need agents with complementary skills.
