O GASTO PÚBLICO INFLUENCIA O CRESCIMENTO ECONÔMICO OU É O CRESCIMENTO ECONÔMICO QUE INFLUENCIA O GASTO PÚBLICO? ESTUDO DAS FINANÇAS PÚBLICAS DO DISTRITO FEDERAL
Atualmente, a relação entre tamanho do governo e crescimento econômico vem ganhando destaque, por conta do cenário macroeconômico permeado por uma crise financeira dos estados brasileiros e da União com reflexos econômicos acentuados a partir do ano de 2015. O tamanho do gasto público e da participação do setor público na economia brasileira são peças relevantes para analisar o crescimento econômico. Os efeitos de políticas fiscais sobre o crescimento econômico destacam-se no âmbito das finanças públicas não só pelos argumentos de que os altos custos da tributação, aliados à alocação ineficiente dos gastos públicos que promovem uma forte barreira ao crescimento econômico, mas também pelo enfoque que considera que uma regra para o crescimento sustentável se programa pela manutenção da oferta de bens públicos, os quais consistem em externalidades positivas sobre o nível de atividade econômica ao encorajar o investimento, proporcionando, assim, uma condição ótima em direção ao crescimento econômico. O intuito desta pesquisa é demonstrar a importância do setor público na composição das variáveis do PIB – Produto Interno Bruto no Distrito Federal e a relação dos gastos público do Governo do Distrito Federal no crescimento econômico da própria Unidade da Federação e se não houvesse setor público no DF quais as implicações no PIB. Foi plausível dimensionar e identificar o comportamento das receitas e despesas públicas do GDF no período de 2007 a 2018, tendo como base os dados coletados do Sistema Integrado de Gestão Governamental – SIGGo, Companhia de Planejamento do DF - CODEPLAN e Instituto Brasileiro de Geografia e Estatística - IBGE, no período de 2007 a 2017. Ao analisar o PIB do DF, evidenciou o tamanho e a relevância do setor público na economia do Distrito Federal.

Abstract:
Currently, the relationship between the size of the government and economic growth has been gaining prominence, due to the macroeconomic scenario permeated by a financial crisis in the Brazilian states and the Union Federal, with accentuated economic reflexes since 2015. The size of public spending and participation of the public sector in the Brazilian economy are relevant pieces to analyze the economic growth. The effects of fiscal policies on economic growth stand out in the scope of public finances not only because of the arguments that the high costs of taxation, combined with the inefficient allocation of public spending that promote a strong barrier to economic growth, but also because of the focus that considers that a rule for sustainable growth is programmed by maintaining the supply of public goods, which consist of positive externalities on the level of economic activity when encouraging investment, thus providing an optimal condition towards economic growth. The purpose of this research is to demonstrate the importance of the public sector in the composition of the Gross Domestic Product variables in the Federal District and the relationship of public spending of the Government of the Federal District - GDF in the economic growth of the Federation State itself and if there was no sector public in DF what are the implications for GDP. It was plausible to measure and identify the behavior of GDF public revenues and expenses in the period from 2007 to 2018, based on the data collected from the Integrated Government Management System – SIGGo, Planning Company - CODEPLAN and the Brazilian Institute of Geography and Statistics - IBGE, from 2007 to 2017. When analyzing the GDP of the DF, it showed the size and relevance of the public sector in the economy of the Federal District.
