O FORTALECIMENTO DA POLÍTICA EXTERNA BRASILEIRA COM OS ESTADOS UNIDOS DURANTE A ÚLTIMA DÉCADA
RESUMO
As relações bilaterais entre o Brasil e os Estados Unidos têm oscilado tradicionalmente entre alinhamento e autonomia, escolhas estratégicas entre Norte e Sul, hemisféricas e globais, bilaterais e multilaterais. Essas opções são frequentemente vistas como mutuamente exclusivas, refletidas em polaridades internas baseadas em mitos de hegemonia. Além disso, eles tendem a ver a relação como uma via de sentido único, definida pelas oportunidades brasileiras que geram satisfação e/ou insatisfação no Norte, e não pelas dinâmicas bilaterais e interesses individuais; entretanto, a relação vai além de classificações simplistas para incluir o projeto nacional e a integração internacional. Após a Guerra Fria, progressos concretos foram feitos à luz deste mal-entendido, à medida que os vetores do Brasil e da América do Norte mudaram devido a uma mudança no equilíbrio global de poder. Embora ainda exista fragmentação, é evidente uma redefinição dos intercâmbios bilaterais, afastando-se do minimalismo associado à coordenação e/ou autonomia para o status de diálogo estratégico, definido oficialmente pela diplomacia. Este artigo, portanto, analisará as mudanças que ocorreram nas relações entre os dois países durante a última década.

ABSTRACT
Bilateral relations between Brazil and the United States have traditionally oscillated between alignment and autonomy, strategic choices between North and South, hemispheric and global, bilateral and multilateral. These options are often seen as mutually exclusive, reflected in internal polarities based on myths of hegemony. Furthermore, they tend to see the relationship as a one-way street, defined by Brazilian opportunities that generate satisfaction and/or dissatisfaction in the North, and not by bilateral dynamics and individual interests; however, the relationship goes beyond simplistic classifications to include the national project and international integration. After the Cold War, concrete progress was made in light of this misunderstanding, as the vectors of Brazil and North America shifted due to a shift in the global balance of power. Although fragmentation still exists, a redefinition of bilateral exchanges is evident, moving away from the minimalism associated with coordination and/or autonomy to the status of strategic dialogue, officially defined by diplomacy. This article, therefore, will analyze the changes that have taken place in the relations between the two countries during the last decade.
