O FENÔMENO DO TRÁFICO E PROIBIÇÃO DE ENTORPECENTES NO BRASIL DE 1890 A 2020
Este trabalho conecta fatos e evidências que descrevem o problema das drogas e seus desdobramentos na vida do usuário e do vendedor. A meta é traçar o panorama dos efeitos do proibicionismo no Brasil por meio de leis e decretos publicados do ano de 1890 até 2020. Brevemente é buscada a legitimidade do consumo de substâncias psicotrópicas em tradições perenes. Em seguida, o aparelhamento do sistema repressor é analisado, durante a Ditadura Militar na forma ideológica da “Segurança Nacional”. Assim a dinâmica do tráfico é apontada. Por fim, analisa-se o conceito de “bode expiatório” aplicado à histeria coletiva da repressão militar e policial ao “inimigo interno”.

Abstract:
This work connects facts and evidence which describes the drug problem and its consequences in the life of the user and the seller. The goal is to draw a panorama of the effects of prohibitionism in Brazil through laws and decrees published from 1890 to 2020. The legitimacy of the consumption of psychotropic substances in perennial traditions is soon sought. Thus, the equipment of the repressive system is analyzed, during the Military Dictatorship in the ideological form of "National Security". Then, the dynamics of trafficking is pointed out. Finally, the concept of “scapegoat” designed for the collective hysteria of military and police repression of the “internal enemy” is analyzed.
