O FAMILISMO DA POLÍTICA SOCIAL NA AMÉRICA LATINA E BRASIL
O artigo examina as transformações
da política social na América Latina e
Brasil considerando o incremento de novos
mecanismos de regulação do mercado nos
países periféricos a partir da década de
1990. O estudo mostra que as diretrizes da
política social pós-Constituição Federal de
1988 ganharam uma contínua e progressiva
reorientação conceitual, mas sem, contudo,
romper com a pontualidade, fragmentação e
focalização, contexto em que a mercantilização
de serviços e os aportes privados no âmbito da
política social, tem reforçado as desigualdades
de renda, de gênero, etárias e geracionais
que historicamente estiveram presentes na
sociedade brasileira.

Abstract:
The article examines the
transformation of social policy in Latin America
and Brazil considering the increase of new
mechanisms of market regulation in peripheral
countries from the 1990s. The study shows that
social policy guidelines after the Constitution
of 1988 earned a continuous and progressive
conceptual reorientation, but without, however,
breaking with punctuality, fragmentation and
focus, the context in which the commodification
of services and private investments in social
policy, has enhanced the income inequalities,
gender, age and generational that historically
been present in Brazilian society
