O ESTADO TECNOCRÁTICO: NOÇÕES E CONTRAPONTOS ACERCA DA TECNOCRACIA
homem é um ser sociável,
necessitando viver em comunidade. Porém
todos os homens em comunidade devem ser
regidos socialmente em busca do progresso.
A organização da estrutura estatal é essencial
para que haja a ordem institucional e social de
uma nação. Dentre estas formas de estruturação
encontra-se a tecnocracia: um modelo de gestão
estatal onde a técnica dos agentes se sobressai
ao equilíbrio desta com a política. Para tanto,
este conceito é amplo e abrangente, desde a
Teoria do Estado até seu uso como modelo
econômico, revelando suas facetas, assim
como suas desvantagens. A pesquisa tem como
objetivo investigar a relação entre a modelo de
Gestão Técnica e o modelo de Gestão Politica.
O estudo se constrói através do método de
pesquisa bibliográfica. Com isso, foi possível
concluir que o estudo do Estado Tecnocrático ,
apesar de suas especificidades pode contribuir
para a Gestão Pública Eficiente. E desse modo,
a identificação e desenvolvimento do Estado
Tecnocrático pode se tornar mais ampla quanto
a forma de Gestão do Estado.

Abstract:
Man is a sociable being, needing
to live in community. But all men in community
must be socially governed in search of progress.
The organization of the state structure is
essential for the institutional and social order
of a nation. Among these forms of structuring
is technocracy: a state management model
where the technique of agents stands out for its
balance with politics. To this end, this concept
is broad and comprehensive, from State Theory
to its use as an economic model, revealing its
facets as well as its disadvantages. The research
aims to investigate the relationship between the
Technical Management model and the Political
Management model. The study is built through
the bibliographic research method. Thus, it
was possible to conclude that the study of the
Technocratic State, despite its specificities, can
contribute to the Efficient Public Management. And in this way, the identification and
development of the Technocratic State can become broader as to the form of State
Management.
