O ESTADO DA ARTE SOBRE EDUCAÇÃO PROFISSIONAL DE JOVENS EM CUMPRIMENTO DE MEDIDA SOCIOEDUCATIVA NA BASE DE DADOS DA CAPES
Esta pesquisa é uma primeira
incursão feita para a construção de um Estado
da Arte na temática Educação Profissional
de Jovens em Cumprimento de Medidas
Socioeducativas. A investigação faz um
levantamento das produções científicas /
acadêmicas existentes, no período de 1996 a
2016, para subsidiar discussões acerca do tema,
tendo em vista a premissa de que o sistema de
garantia de direitos possui, como fundamento
central, a dignidade da pessoa (Declaração de
Direitos Humanos de Viena, de 1993) e também
da percepção de que os jovens, hoje em conflito
com a lei e cumprindo medidas socioeducativas,
em sua maioria, tiveram seus direitos violados
anteriormente. A educação é direito fundamental
garantido pela Constituição Federal de 1988 e a
educação profissional mostra-se como política
pública imprescindível para a reinserção social
dos jovens em cumprimento de medidas
socioeducativas. Para tanto, utilizou-se como
metodologia principalmente as referências de
Therrien & Therrien (2004) e a base de dados
da CAPES, no que se refere aos periódicos e ao
banco de teses e de dissertações, consistindo
no método dedutivo em pesquisa bibliográfica.
Levantou-se o estado da arte, no referido lapso
temporal, encontrando-se apenas 1 artigo e 5
dissertações de mestrado, cujo objeto central de
pesquisa consistia na temática mencionada. Por
fim, diante da breve pesquisa e dos resultados
parcialmente encontrados, percebe-se, pelo
número diminuto de produções científicas/
acadêmicas sobre o assunto, a invisibilidade
social dos jovens em cumprimento de medidas
socioeducativas, inclusive no que tange às
políticas públicas voltadas para a qualificação
profissional como forma de reinserção social.

Abstract:
This research is a first foray
made for the construction of a State of the Art
in the theme Professional Education of Young
People in Compliance with Socio-educational
Measures. The research surveys the existing
scientific / academic productions, from 1996 to
2016, to support discussions about the subject,
considering the premise that the system of
rights guarantees has, as a central foundation,
the dignity of the person (Vienna Declaration of
Human Rights, 1993) and also the perception that, in the majority of cases, youths who
are currently in conflict with the law and complying with socio-educational measures
have had their rights previously violated. Education is a fundamental right guaranteed by
the Federal Constitution of 1988 and professional education proves to be an essential
public policy for the social reintegration of young people in compliance with socioeducational measures. For this purpose, the references of Therrien & Therrien (2004)
and the CAPES database, referring to periodicals and the thesis and dissertation bank,
were used as the methodology, consisting of the deductive method in bibliographic
research. The state of the art was raised in this time span, with only 1 article and
5 master’s dissertations, whose main research object consisted of the mentioned
theme. Lastly, due to the brief research and partially found results, the small number of
scientific / academic productions on the subject perceives the social invisibility of the
young people in compliance with socio-educational measures, including with regard to
public policies aimed at professional qualification as a form of social reintegration.
