Abstract: This literature review article aims to discuss the legal frameworks that guide the development of digital competence in undergraduate courses, with a focus on the Pedagogy course, highlighting the importance of technological training for future educators. The research analyzes the main legislation related to the inclusion of digital technologies in the educational context, collaborating with the development of digital competence. Based on this analysis, we seek to reflect on the need for higher education institutions to integrate these guidelines into the curriculum of Pedagogy courses, preparing future teachers to work in an increasingly digitalized school environment. The conclusion points out that, although several laws guarantee the need for training in undergraduate courses for the development of digital competence, there are still challenges to safeguard this effective training, requiring a continuous effort from educational policies to train future pedagogues and promote the pedagogical use of technologies in teaching.
