O DESEMPENHO DA POLÍTICA TERRITORIAL NO DESENVOLVIMENTO RURAL DO TERRITÓRIO VALE DO PARAÍBA
Partindo da perspectiva que a política
de desenvolvimento rural busca transformar o
rural em um espaço economicamente rentável,
povoado e sustentável; objetivou-se investigar
se esta política, de fato, está contribuindo
para esse processo. O trabalho foi realizado a
partir das ações do Projeto, Rede dos Núcleos
de Desenvolvimento Territorial Sustentável
na Baixada Litorânea, fruto da CHAMADA nº
11/2014 CNPq/MDA/SPM-PR que visa apoiar
a implantação e manutenção de Núcleo de
Extensão em Desenvolvimento Territorial
(NEDET). A metodologia utilizada optou pela
abordagem qualiquantitativa, através da
realização de entrevistas semiestruturadas,
junto aos membros do Colegiado, para os
indicadores: reforma agrária, assistência Técnica
e Extensão rural Ater/Ates, organização social,
conservação de forragem e processamento de
produtos. Nota-se que abordagem territorial é
recente e existe uma falta de compreensão, dos
atores sociais, sobre o significado da proposta,
dificultando sua atuação enquanto verdadeiros
protagonistas de mudanças sociais.

Abstract:
From the perspective that rural
development policy seeks to transform the
country into an economically profitable space,
populated and sustainable; the objective was
to investigate whether this policy, in fact, is
contributing to this process. The work was
carried out from the project actions, Network
of Sustainable Territorial Development Centers
in Baixada Litorânea, fruit CALL nº. 11/2014
CNPq/MDA/SPM-PR which aims to support
the implementation and Extension Center
maintenance on Territorial Development
(NEDET). The methodology chosen by the qualiquantitative
approach through semi-structured
interviews with the members of the Collegiate:
land reform, Technical Assistance and Rural
Extension Ater/Ates, social organization, forage
conservation, and product processing. It is noted
that territorial approach is recent and there is a
lack of understanding of the social actors about
the meaning of the proposal, making it difficult
to act as true protagonists of social changes.
