O COMÉRCIO ILEGAL DE CIGARROS NO SEGMENTO DA FRONTEIRA BRASIL- PARAGUAI SITUADO ENTRE OS DEPARTAMENTOS DE ALTO PARANÁ E CANINDEYÚ COM O OESTE DO PARANÁ: UMA ATIVIDADE ORGANIZADA EM REDES?
Desde a década de 1990, quando indústrias de produção e centros de distribuição começaram a instalar-se na fronteira, o cigarro paraguaio tornou-se uma das mercadorias que mais tem ingressado ilegalmente no Brasil, notadamente pela região Oeste do Paraná. Esse problema vem gerando efeitos econômicos e sociais tanto na região quanto no país. O presente trabalho objetiva, portanto, analisar que fatores contribuíram e contribuem com o próspero contrabando de cigarros e como esta atividade transfronteiriça está estruturada. A metodologia, com abordagem qualitativa, é composta de levantamento teórico-bibliográfico e pesquisa de campo na fronteira Brasil-Paraguai. Como resultado, identificou-se que o contrabando de cigarros está relacionado, dentre outras, às seguintes variáveis: alta tributação brasileira sobre o tabaco; ser o contrabando uma rede capilarizada e mobilizadora de vínculos sociais, conectando cidades e com fluxos de circulação transfronteiriços; o comércio ilegal de cigarros promover conexões, multicapilaridade, expertise, lucratividade e lealdade, formando uma teia de ação coercitiva. Neste trabalho, não fazemos juízo de valor sobre ações da organização; pretendemos, apenas, trazer à luz elementos que comprovam a composição destas redes ilegais, apontando possível envolvimento de atores de diversos níveis sociais e políticos do alto escalão dos governos brasileiro e paraguaio.

Abstract:
Since the 1990s, when production industries and distribution centers began to be established on the border, Paraguayan cigarettes have become one of the goods that have most illegally entered Brazil, especially in the western region of Paraná. This problem has been causing economic and social effects both in the region and in the country. This paper aims to analyze which factors have contributed to the successful cigarette smuggling and how this cross-border activity is structured. The methodology adopted presents a qualitative approach and comprises a theoretical-bibliographic survey and field research on the Brazil-Paraguay border. As a result, we identified that cigarette smuggling is related, among other aspects, to the following variables: high Brazilian taxation on tobacco; smuggling as capillary and mobilizing network of social bonds, connecting cities and cross-border circulation flows; the fact that the illegal cigarette trade promotes connections, multi-capillarity, expertise, profitability and loyalty, forming a web of coercive action. We hereby do not make value judgments about the organization’s actions; we only intend to disclose elements that prove the composition of these illegal networks, pointing out the possible involvement of actors from several social and political ranks at the highest levels of the Brazilian and Paraguayan governments.
