NÚCLEO URBANO DE INTERESSE SOCIAL EM DISCUSSÃO: ABORDAGEM NO MUNICÍPIO DE PAU DOS FERROS/RN
O crescimento urbano acelerado
e não planejado trouxe consigo a formação
de espaços divididos: localidades centrais
com ampla estrutura e áreas periféricas sem
estrutura adequada, ou seja, a fragmentação
espacial, que está intrinsecamente relacionada
à fragmentação social, pois na maioria das
vezes, as áreas localizadas em entorno dos
municípios são ocupadas por pessoas sem
condição monetária suficiente para adquirir um
imóvel nos bairros mais próximos aos centros.
Nesta perspectiva, a finalidade deste trabalho é
debater sobre um núcleo urbano localizado no
município de Pau dos Ferros/RN, dando ênfase
à ação de Regularização Fundiária de Interesse
Social que está sendo implantada através
do Programa Acesso à Terra Urbanizada.
Para efetivação da pesquisa, foi executada
investigação cartorária para verificação da
situação jurídico-fundiária da área; foram
realizadas visitas in loco; capturadas imagens
de satélite e drone para avaliar a localização
do bairro em relação aos demais bairros;
analisado levantamento planialtimétrico;
acompanhada ação social de implantação de
Regularização Fundiária de Interesse Social.
Constatou-se que o núcleo urbano objeto de
estudo não possui registro cartorário, o que
caracteriza a área como irregular; foi ocupado
de forma pacífica, por meio da doação de lotes
através da prefeitura municipal; não dispõe
de todos os itens básicos de infraestrutura
urbana. Uma das formas de ampliar o direito à
cidade para núcleos urbanos desta categoria
é promover ações de Regularização Fundiária
de Interesse Social, que têm como objetivo
garantir a segurança jurídica, social, urbanística
e ambiental, enquadrando o bairro na rotina
citadina legal.

Abstract:
The accelerated and unplanned
urban growth brought with it the formation
of spaces divided: central locations with
wide structure and outlying areas without
proper structure, i.e. the spatial fragmentation, which is intrinsically related to the
social fragmentation, because most of the time, the areas located in the municipal
surroundings are occupied by people without enough monetary condition to acquire a
property in neighborhoods closer to the centers. In this perspective, the purpose of this
paper is to discuss about a neighborhood located in the municipality of Pau dos Ferros/
RN, emphasizing the action of agrarian regularization of Social interest being deployed
through the program access to Urbanized Land. For completion of the research,
cartorária research was performed to verify the legal status of land area; on-the-spot
visits were carried out; captured satellite images and drone to assess the location of
neighborhood compared to other districts; parsed planialtimétrico survey; accompanied
by social action to implement agrarian regularization of Social interest. It was noted that
the object of study not settlement has cartorário record, what characterizes the area
as irregular; been occupied peacefully, through the donation of lots by City Hall; has all
the basic items of urban infrastructure. One of the ways to expand the right to the city
for settlements of this category is to promote actions of agrarian regularization of Social
interest, which are intended to ensure legal certainty, social, environmental and urban
planning, framing the neighborhood on routine cool city. -
