Abstract: This paper provides a comprehensive overview of Technology Transfer Offices (TTO), focusing on Brazilian’s conceptual definition, legal attributions, and their role as innovation management mechanisms within the Institutions of Science and Technology (IST) that constitute the National Innovation System (NIS). The objective is to investigate the existing literature on TTO, and analyze the interfaces of this subject with economic development. The study proposes that the theoretical framework of the NIS can serve as an analytical and practical tool for the new attributions of TTO, considering the current Brazilian Legal Framework for Science, Technology, and Innovation. The results are presented in two main axes: first, quantitative data obtained from a bibliographic survey across three scientific databases, revealing a gap in the production of studies addressing internal and external issues related to TTO as ST&I policies defined by law and embedded within the NIS; second, the main findings from the FORTEC survey, which depict (frame) the TTO’s national scenario and are analyzed through categories related to the NIS approach (dynamic competencies, norms, structure, routines, interactions, outcomes etc.).The study concludes that the research problem has been addressed by finding evidence and elements suggesting that the NIS approach becomes a useful tool for TTO in their new role, which requires more interactive and systemic management of innovation processes. It highlights the incipient use of legal personality by Brazilian’s TTO, indicating that need for further studies. The research also reveals a broad spectrum of institutional diversities and organizational formats within TICs, leading to significant disparities in resources, routines, and expected outcomes. These findings pave the way for proposing a future research agenda aimed at contributing to public policies that promote favorable conditions for innovation generation and economic development.
