NÚCLEO DE APOIO A SAÚDE DA FAMÍLIA E AS MUDANÇAS NA ATENÇÃO À SAÚDE NA ESTRATÉGIA SAÚDE DA FAMÍLIA
O Núcleo de Apoio à Saúde da
Família foi criado com a finalidade de apoiar
a Estratégia Saúde da Família, melhorando
sua atuação, ampliando a abrangência e
resolubilidade. Este estudo tem como objetivo
analisar as mudanças ocorridas na atenção à
saúde na Estratégia a partir da implantação
do núcleo. Trata-se de um estudo de natureza
qualitativa, realizado por meio de entrevistas
semiestruturadas e análise de documentos,
em um município baiano, tendo como
participantes onze trabalhadores da equipe
de saúde da família e doze trabalhadores
do Núcleo de Apoio a Saúde da Família. Os
resultados demonstram que as ferramentas
de apoio à atenção, como apoio matricial, os
projetos terapêuticos singulares, a clínica
ampliada e o projeto de saúde no território tem
apresentado dificuldades em sua execução.
Assim, observou-se que as mudanças na
atenção à saúde ainda são focadas em atitudes
individuais dos usuários que participam das
atividades promovidas pelos núcleos sendo
essas principalmente atividades de educação
em saúde e atendimento individual. Outra
mudança ocorrida após implantação do Núcleo
foi à diminuição dos encaminhamentos dos
usuários para a rede serviços especializados,
uma vez que para casos mais complexos
são ofertados consultas individuais. Porém, a
existência de consultas individuais dissociadas
do apoio matricial dificulta a resolubilidade da
atenção por ter atividades ainda fragmentadas
e centradas apenas na clínica individual.
Portanto, faz-se necessário um alcance maior
das ações do núcleo por meio de um efetivo
apoio matricial, da clínica ampliada e da
realização do Projeto terapêutico singular e o
Projeto saúde no território.

Abstract:
The Family Health Support Center
was created with the purpose of supporting
the Family Health Strategy, improving its
performance, broadening the scope and
resolubility. This study aims to analyze the
changes in health care in the Strategy from the
implementation of the core. This is a qualitative
study, carried out through semi-structured
interviews and document analysis, in a Bahia
municipality, with participants as eleven workers of the family health team and twelve
core workers. The results show that the tools to support care, such as matrix support,
singular therapeutic projects, extended clinic and health care project in the territory
have had difficulties in their execution. Thus, it was observed that the changes in health
care are still focused on the individual attitudes of the users who participate in the
activities promoted by the core, these being mainly activities of health education and
individual care. Another change that occurred after the implementation of the core was
the reduction of referrals from the users to the network specialized services, since for
more complex cases individual consultations are offered. However, the existence of
individual consultations dissociated from the matrix support hampers the resolubility
of attention by having activities still fragmented and focused only on the individual
clinic. Therefore, a greater reach of core actions is necessary through effective matrix
support, extended clinical practice, and singular therapeutic projects and care project
in the territory implementation.
