Abstract: Summary: This article aims to analyze the contribution of the Policy to Promote the Implementation of Full-Time High Schools (PFEMTI), established by Law no. 13,415/2017 regarding universal access and permanence of adolescents aged 15 to 17 in secondary education, as set out in goal 3 of the National Education Plan (PNE) and the State Education Plan (PEE) of Mato Grosso do Sul, as well as supporting other federated entities to offer full-time education, goal 6 of the PNE and PEE/MS. The analysis of documents and data related to PFEMTI in this work demonstrates that the financial incentive of this Development Policy has contributed to the expansion of enrollments in full-time secondary education, however, this enrollment dynamic has not supported the universalization of this stage of education, in order to meet goal 3 in the PNE and PEE/MS, but, paradoxically, to reduce them, especially at night, thus increasing school inequalities within the public education network itself.
