NOVAS TECNOLOGIAS E DESAFIOS À DEMOCRATIZAÇÃO DO ACESSO: COMO A EXCLUSÃO DIGITAL AFETA OS CATADORES DE MATERIAIS RECICLÁVEIS NO BRASIL
O presente artigo tem por objetivo analisar os desafios e consequências relativas à exclusão digital enfrentada pelos catadores de materiais recicláveis no Brasil e em que medida as Tecnologias de Informação e Comunicação atuam nesse cenário. A pesquisa qualitativa bibliográfica pautou-se em estudos nas áreas de Economia Solidária, Direito Ambiental e Direito de Internet, abordando as correlações existentes entre a exclusão digital e as divisões sociais e econômicas latentes que impactam o acesso de um grupo social que se encontra marginalizado e socialmente invisibilizado. Em conclusão, buscou-se identificar a atuação mútua do Estado e da sociedade civil frente à elaboração e uso de ferramentas que possibilitem a minoração das condições de trabalho e renda dos catadores

Abstract:
This article aims to analyze the challenges and consequences related to the digital divide faced by collectors of recyclable materials in Brazil and to what extent Information and Communication Technologies act in this scenario. The qualitative bibliographic research was based on studies in the areas of Solidarity Economy, Environmental Law and Internet Law, approaching the existing correlations between digital exclusion and the latent social and economic divisions that impact the access of a social group that is marginalized and socially invisible. In conclusion, we sought to identify the mutual action of the State and civil society in the development and use of tools that make it possible to reduce the working conditions and income of collectors.
