NOTAS SOBRE O MODELO DE PLANEJAMENTO URBANO NA CIDADE DE TERESINA: ANÁLISE DA PARTICIPAÇÃO POPULAR
O presente estudo pretende revelar como se deu a participação da população na elaboração do Planejamento urbano, bem como traçar o perfil dos participantes na elaboração do PPA (Plano Plurianual) 2018-2021. A intensificação dos problemas urbanos e a necessidade de adaptar as políticas federais e estaduais à realidade local, fez com que gestores municipais adotassem práticas inovadoras de gestão urbana, sendo assim este estudo buscará compreender a dinâmica entre o planejamento, ato de prever e de se organizar para o futuro e gestão voltada para a necessidade de realizar os desejos do planejamento urbano do município de Teresina. O trabalho empreendido busca compreender se o caminho que a administração Municipal de Teresina, vem traçando, se enquadra nesse novo contexto sociopolítico, onde os gestores locais estão frequentemente, buscando novas formas de enfrentar os problemas urbanos, observando, de um lado, a sustentabilidade ambiental e, de outro, as condições socioeconômicas de sua população, através da criação de mecanismos que, de alguma forma, estabeleçam um contato maior com a realidade urbana. Nesse contexto o Estatuto das Cidades (Lei n. 10.257/2001), revela diretrizes gerais de política urbana elencadas em seu artigo 2º, inciso II, Gestão democrática municipal. Que disponibiliza a participação popular na definição das tutelas jurídica de políticas municipais relativas ao aspecto orçamentário-financeiro e ao planejamento urbano. O trabalho tem como objetivo geral caracterizar o perfil dos cidadãos que participaram do Plano Plurianual PPA 2018 – 2021, por meio das consultas públicas viabilizadas pela gestão municipal. A investigação teve como técnica, a pesquisa bibliográfica documental com abordagem qualitativa e quantitativa, conclui-se que a participação popular é um instrumento indispensável no contexto atual do planejamento urbano.

Abstract:
The present study aims to reveal how the population participated in the elaboration of the Urban Planning, as well as to outline the profile of the participants in the elaboration of the 2018-2021 PPA (Multiannual Plan). The intensification of urban problems and the need to adapt federal and state policies to local reality has led municipal managers to adopt innovative urban management practices, so this study will seek to understand the dynamics between planning, forecasting and organizing for the future and management focused on the need to fulfill the wishes of urban planning in the municipality of Teresina. The work undertaken seeks to understand if the path that the Teresina Municipal Administration has been tracing fits into this new sociopolitical context, where local managers are often looking for new ways to face urban problems, observing, on the one hand, environmental sustainability. And, on the other, the socioeconomic conditions of its population, through the creation of mechanisms that somehow establish a greater contact with urban reality. In this context, the Statute of Cities (Law No. 10.257 / 2001) reveals general guidelines for urban policy listed in its article 2, item II, Municipal Democratic Management. That makes popular participation available in the definition of legal tutelage of municipal policies related to the budget-financial aspect and urban planning. The objective of this work is to characterize the profile of the citizens who participated in the PPA 2018 - 2021 Multiannual Plan, through public consultations made possible by the municipal management. The research had as its technique, the documentary bibliographic research with qualitative and quantitative approach, concludes that popular participation is an indispensable instrument in the current context of urban planning.
