MOTIVAÇÕES PELAS QUAIS UMA ADMINISTRAÇÃO PÚBLICA MUNICIPAL DEVA SE INTERESSAR PELAS POLÍTICAS PÚBLICAS PROTETIVAS DA INTEGRIDADE FÍSICA E PSÍQUICA DOS ANIMAIS
Objetiva-se discutir neste estudo as motivações pelas quais uma Administração Pública Municipal deva se interessar pela implantação, implementação, desenvolvimento e consolidação de políticas públicas protetivas da integridade física e psíquica dos animais. Trata-se de um estudo qualitativo, básico, descritivo, documental e bibliográfico em que se realizou a seleção e leitura dos documentos e das literaturas disponíveis, bem como organização das informações coletadas e análise e discussão das mesmas. E no que diz respeito a perspectiva teórica priorizada assenta-se na investigação crítica. Conclui-se que, uma abordagem sobre a importância da implantação de uma Política Pública Municipal voltada à proteção da integridade física e psíquica dos animais, deve abarcar obrigatoriamente, como interdependentes pelo menos três variáveis:(1) segurança pública; (2) saúde coletiva e (3) defesa dos direitos humanos fundamentais, direitos estes previstos na Carta Magna brasileira.

Abstract:
The objective of this study is to discuss the motivations by which a Municipal Public Administration should be interested in the implementation, implementation, development and consolidation of public policies that protect the physical and mental integrity of animals. This is a qualitative, basic, descriptive, documentary and bibliographic study in which the selection and reading of the available documents and literature were performed, as well as the organization of the collected information and their analysis and discussion. And as far as the prioritized theoretical perspective is based on critical inquiry. It is concluded that an approach on the importance of the implementation of a Municipal Public Policy aimed at the protection of the physical and psychic integrity of animals must include, as interdependent, at least three variables: (1) public safety; (2) collective health and (3) defense of fundamental human rights, rights provided for in the Brazilian Magna Carta.
