Abstract: Vernacular housing constitutes a fundamental human right that integrates cultural identity, worldview, and community life. This article examines the historical challenges, habitability conditions, regulations, community participation, and innovative experiences in vernacular contexts. It emphasizes the need for inclusive, flexible, and culturally sensitive public policies that respect community autonomy, promote social and environmental resilience, and incorporate ancestral knowledge in housing planning and construction. A progressive, sustainable, and adaptive housing approach is proposed, focusing on self-management, social cohesion, and the preservation of territorial memory.
