MICRO E PEQUENAS EMPRESAS DE ARTESANATO NO MUNICÍPIO DE CERRO LARGO - RS E A INFLUÊNCIA DA FORMALIZAÇÃO
Diante do atual contexto e da situação de isolamento social, vividos atualmente, tem aumentado muito o desenvolvimento de atividades artesanais. A relevância dessas atividades foram registradas em 2017 pelo Instituto Brasileiro de Geografia e Estatística - IBGE porque cerca de 10 milhões de pessoas viviam do artesanato no Brasil e ele estava presente em cerca de 80% dos municípios, influenciando significativamente a economia desses municípios. (JATOBÁ, 2021). Em face do exposto, o presente artigo apresenta uma análise da influência da formalização das micro e pequenas empresas de artesanato no município de Cerro Largo-RS, no aumento do número de clientes e no crescimento da produção sob a percepção do gestor. Para tanto, realizou-se uma pesquisa qualitativa e de natureza descritiva e, a partir de um roteiro semiestruturado, procedeu-se uma entrevista para verificar a percepção dos gestores. Constatou-se, junto à Associação dos Artesãos e Artistas Plásticos de Cerro Largo (APCEL), que existem no município vinte e duas empresas de artesanato legalizadas, dentre as quais optou-se, de maneira convencional, por realizar a pesquisa em todas as cinco empresas localizadas no centro do município. Os resultados obtidos demonstram que as políticas públicas são de suma importância para o crescimento das empresas de artesanato e que a criação da Lei Complementar 123/2006, posteriormente alterada pela Lei Complementar 147/2014, deu um fomento à formalização das micro e pequenas empresas de artesanato no município. Além disso, refletiram, conforme estimativa feita pelos artesãos, influência na produção e no aumento de clientes atingidos por elas. Por fim, verificou-se que, assim como a melhoria dos empreendimentos, na percepção dos gestores, após a formalização desses pesquisados houve aumento no volume de produção e na renda, constatando-se que está acontecendo uma melhoria na sua qualidade de vida, isso ao longo dos anos pode vir a contribuir com o desenvolvimento.

Abstract:
Given the current context and the situation of social isolation experienced today, the development of craft activities has increased a lot. The relevance of these activities was recorded in 2017 by the Brazilian Institute of Geography and Statistics - IBGE because around 10 million people made their living from handicrafts in Brazil and it was present in around 80% of the municipalities, significantly influencing the economy of these municipalities. (JATOBÁ, 2021) In light of the above, this article presents an analysis of the influence of the formalization of micro and small craft companies in the municipality of Cerro Largo-RS, in the increase of the number of clients and in the growth of production under the manager's perception. For that, a qualitative and descriptive research was carried out, and from a semi-structured script, an interview was carried out to verify the perception of the managers. It was verified, together with the Association of Artisans and Plastic Artists of Cerro Largo (APCEL), that there are twenty-two legalized handicraft companies in the municipality, among which the conventional search was made for carrying out the research in all five companies located in the center of the municipality. The results obtained demonstrate that public policies are of great importance for the growth of handicraft companies and that the creation of Complementary Law 123/2006, later amended by Complementary Law 147/2014, gave a boost to the formalization of micro and small handicraft companies in the municipality. In addition, they reflected, as estimated by the artisans, influence in the production and increase of clients reached by them. Finally, it was verified that, as well as the improvement of the enterprises, in the managers' perception, after the formalization of these respondents there was an increase in the volume of production and in the income, proving that an improvement in their quality of life is happening, that over the years can contribute to development.
