METRÓPOLES, GOVERNANÇA METROPOLITANA E CONSÓRCIOS INTERMUNICIPAIS: POSSIBILIDADES E DESAFIOS PARA A REGIÃO METROPOLITANA DO RIO DE JANEIRO.
A crise de governabilidade das
metrópoles brasileiras aponta para a emergência
de uma nova agenda metropolitana, face ao
agravamento do quadro de fragmentação
institucional e intensificação dos principais
problemas urbanos. Novos mecanismos de
cooperação e coordenação, de base legal
possibilitam enfrentar os desafios centrados na
superação de modelos anacrônicos de gestão
e planejamento territoriais. Nesse sentido,
o Estatuto da Metrópole, Lei nº 13.089 de
12 de Janeiro de 2015, assim como a Lei de
Consórcios Públicos (Lei Federal nº 11.107
do ano de 2005) trazem propostas para um
planejamento, gestão e execução de funções
públicas de interesse comum. Logo, esse
trabalho busca discutir a viabilidade de se
pensar a cooperação institucional consorciada
no âmbito da metrópole do Rio de Janeiro e
os desafios político-institucionais rumo a uma
gestão territorial integrada.

Abstract:
The governability crisis of the
Brazilian cities points to the emergence
of a new metropolitan agenda against the
worsening of institutional fragmentation frame
and intensification of the main urban problems.
Therefore, possibilities of creating mechanisms
for cooperation and coordination emerge
from legal base; and challenges centered
on overcoming anachronistic models of
territorial planning. In this sense, “Estatuto das
Metrópoles”, Federal Law no. 13.089 January
12, 2015, as well as the “Lei de Consórcios
Públicos” (Federal Law No. 11.107 of 2005) bring
proposals for the planning, management and
execution of public functions of common interest.
Thus, this article aims to discuss the feasibility
of thinking consortium institutional cooperation
within the metropolis of Rio de Janeiro and the
political and institutional challenges towards an
integrated land management.
