Abstract: An alternative to establish programs, projects, or actions to solve social problems, is the Logical Framework Methodology (MML), which has its origin in the late 60s in the United States of America and later in the United Nations Organization, for the development of programs. The proposal to use the MML to strengthen agricultural development in the State of Mexico, is with the purpose of complying with the clear and comprehensible objectives in a single framework or matrix, incorporating the needs and points of view of the actors involved in the operation. Of the established agricultural public policies. Once the problems have been defined, we must try not to confuse them with the causes, to locate what happened and contextualize the precision of the technology in its construction. With this MML, public policies for the State of Mexico can be drawn up, establishing a matrix of four columns, where a precise follow-up can be given through the indicators that show the progress of compliance with the objectives and can be used at any stage ; since other matrices are derived with the actions for the first, all with the same purpose to reach their end.
